Village of Noble Village Board met Aug. 12.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Carl Klingler, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Guest Bill Manuel.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve July 22, 2024, minutes. Seconded by Carl Klingler. All voting Aye.

Treasurer and Cash in Bank Reports as of the end of July were presented. Motion made by Ashley Pipher to approve the Treasurer’s Report as presented. Seconded by Janet Pflaum. All voting Aye.

Guest Bill Manuel didn’t have anything to report.

Mosquito spraying is being done in the village once a week.

The Siren is up and operational. There will be a test tomorrow, August 13 at approx. 10AM and every ODD Tuesday after that (same schedule as Olney tests). The siren does rotate, and the test will sound for approximately 1 minute. This siren is for tornado warnings (within 20 miles from Richland County) and may be sounded for a severe thunderstorm warning that may produce a tornado.

Noble Villagewide Garage Sale is scheduled for Saturday, Aug 17.

Cleanup in the Village limits is scheduled for Wednesday, Aug 21.

The Village may discuss implementing a grocery tax locally in the future to replace the pending loss of revenue after the statewide expiration of the 1% grocery tax. This matter will need to be decided on and action taken prior to April 1, 2025

Motion made by Carl Klingler to approve the Proclamation proclaiming August 21, 2024, as Richland County Fair Board Day. Seconded by Paul Summers. All voting Aye.

The Village wants to send a BIG thank you to the Olney Central Baseball team (Phil Britton) for their help in cleaning up after the Noble Chowder (picking up tables, chairs, trash, etc.). Mayor Kessler said that is the fastest cleanup he has seen done in all his years.

Motion made by Carl Klingler to pay bills. Seconded by Ashley Pipher. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:28 p.m. Seconded by Carl Klingler. All voting Aye.

The meeting adjourned until August 26, 2024, at 7:00 p.m. at the Noble Village Hall.
