Village of Montgomery Board of Trustees met July 22.

Here are the minutes provided by the board:

I. President Matt Brolley called the meeting to order at 7:01 p.m. followed by the Pledge of Allegiance.

II. Roll Call

Also present: Village Administrator Jeff Zoephel, Attorney Laura Julien, Engineer Chris Ott, Director of Community Development Sonya Abt, Director of Finance Jennifer Milewski, Assistant Village Administrator Meghan Ostreko, Deputy Chief Amando Sanders, Water Superintendent Jeremy Moss, Manager Kristina Nemetz, Manager Patrick Burke and guests.

III. Public Participation

A. Illinois Section American Water Works Association Presents the Village of Montgomery with a Gold Level Water Ambassador Award.

An IL Section of AWWA video was played that explained the Water Ambassador program. Shauna Richardson from IL Section of AWWA and a colleague presented the award to the Village of Montgomery.

B. Public Comment. - None

IV. Consent Agenda

A. Minutes of the June 24th Village Board Meeting.

B. Accounts Payable through July 22nd in the Amount of $997,786.96.

C. Refuse Report for June 2024.

D. Reappointment of Jon Fritz to the Police Pension Board.

Trustee Brzoska moved to approve Items A-D of the Consent Agenda, seconded by Trustee Marecek.

6 Yea. 0 No. Motion carried. Trustee Brzoska, Trustee Gier, Trustee Sperling, Trustee Bauman, Trustee Jungermann and Trustee Marecek voting yea.

V. Items for Separate Action

A. Resolution 2024-029 Authorizing the Reduction of the Performance Security for Cooper’s Hawk Winery and Restaurant.

Director Abt explained that since the Cooper’s Hawk building is complete, staff recommends reducing the bond to cover landscaping only, at this point.

Trustee Jungermann moved to approve Resolution 2024-029 Authorizing the Reduction of the Performance Security for Cooper’s Hawk Winery and Restaurant, seconded by Trustee Sperling.

6 Yea. 0 No. Motion carried. Trustee Jungermann, Trustee Marecek, Trustee Brzoska, Trustee Gier, Trustee Sperling and Trustee Bauman voting yea.

VI. Items for Discussion

A. 2024 Pavement Management Program Update.

Engineer Ott stated this is the last year of the current five-year pavement program and the 10th year of the road program overall. He reviewed the past nine years of paving and rehabilitation projects and this year’s program. 85% of the Village roads have been done over the past 10 years, largely thanks to the 1% sales tax funding of the Infrastructure Road Program. Gordon Road is being done with a grant from KKCOM. EEI will bring forward discussion for a new five-year program in February 2025.

Trustee Gier asked the life expectancy of roads. Engineer Ott said generally 15-20 years, but due to preventive maintenance they are lasting a little longer. EEI will be doing an update and see how long they are lasting when the roads are tested. Trustee Gier asked and Administrator Zoephel clarified that infrastructure funds can be used for any infrastructure projects. President Brolley emphasized that this is a great accomplishment for the Village to have updated 85% of the roads and said it is a great program. Trustee Gier said the 1% tax is one of the best decisions the Village has ever made.

VII. New or Unfinished Business

Trustee Jungermann mentioned that the intersection at Orchard and Rt. 30 is now in the State’s five year plan. Engineer Ott said they are still finalizing the design and afterwards will send plans to the Village to review.

Trustee Marecek noted that National Night Out will be August 6th and Montgomery Fest is coming up on August 16-18th.

VIII. Future Meeting Schedule

A. Planning and Zoning Commission Meeting – Thursday, August 1st 2024 at 7:00P.

B. Board of Fire and Police Commissioners Meeting – Thursday, August 8th 2024 at 9:00A.

C. Village Board Meeting – Monday, August 12th 2024 at 7:00P.

D. Committee of the Whole Meeting – Tuesday, August 20th 2024 at 7:00P – “to be cancelled”.

E. Intergovernmental Committee Meeting – Monday, August 26th 2024 at 6:00P.

F. Village Board Meeting – Monday, August 26th 2024 at 7:00P.

IX. Executive Session:

X. Adjournment: 7:18 p.m.

Trustee Jungermann moved to adjourn the meeting. Trustee Gier seconded this motion.
