Village of Noble Village Board met July 22.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Carl Klingler, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Ashley Pipher to approve July 8, 2024, minutes. Seconded by Janet Pflaum. All voting Aye.

No guests present.

Mosquito spraying is being done in the village on Tuesdays or Thursdays.

The Noble Chowder will be held on August 10 in Noble Park. The N. Noble Ave. (between Elm & Poplar St.), WildCat St. & 100 block of E. Elm St. will be closed during Chowder.

Noble Villageweide Garage Sale is scheduled for Saturday, August 17

Cleanup is scheduled in the Village on Wednesday, August 21

Mayor Kessler met with Chris Overbeck last week and discussed everything for the Siren. It will be placed on a pole; the pole will be put up by the water tower and the pole has been delivered. There is currently a pole in the same area that needs to be replaced, so the electricity will be switched from the old pole to the new pole and the Siren will be placed on the new pole. Ameren will be contacted for approval/guidance. The Village of Noble will be responsible for the cost of switching electrical, etc. to the new pole. Mayor Kessler said once everything is in place he will inform the resident of what it is for. Trustee Klingler asked what day the test would be done and was informed County will make that decision.

Mike Bridges hasn’t provided the plan and/or cost for the drainage in the cemetery.

Mayor Kessler was contacted by a former resident about cleaning up the flower bed at the corner of N. Noble and E IL 250 and was told to prepare a proposal and bring it to the Board. Clearing out area, putting down a weed barrier and placing a pot with flowers was mentioned. Trustees mentioned flowers that they would like to see kept and water issues for flowers in a pot. A verbal complaint was received about not being able to see around the corner at that intersection.

Trustee Ulm asked about oil and chipping update and was told Mike hadn’t heard anything as of last week. Gravel had been delivered.

Trustee Ulm mentioned an area west of town that needs patched

The Ordinance for making Appropriation for the payment of the necessary expenses and liabilities of the Village of Noble for the fiscal year beginning May 1, 2024, was presented. Motion made by Ashley Pipher to approve Ordinance for making Appropriation for the payment of the necessary expenses and liabilities of the Village of Noble for the fiscal year beginning May 1, 2024, total Revenue estimate $1,563,065.00 and Expenditures estimate $1,151,125.00. Seconded by Paul Summers. Roll Call Vote Taken, All voting Aye. Motion carried.

Mayor Kessler contacted Meagher Signs to replace the sign on the park pavilion building. A quote was provided for a 2-sided vinyl sign at a cost of $450.00, one sided sign cost of $400.00 and a metal sign to put back on the building at a cost of $105.00. Motion made by Carl Klingler to replace the existing sign with a metal having gold/yellow background and black lettering from Meagher Signs at a cost of $105.00. Seconded by Paul Summers. All voting Aye.

Motion made by Ashley Pipher to pay bills. Seconded by Gary Ulm. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:26 p.m. Seconded by Paul Summers. All voting Aye.

The meeting adjourned until August 12, 2024, at 7:00 p.m. at the Noble Village Hall.
