City of Flora City Council met July 15.

Here is the agenda provided by the council:

OPENING CEREMONIES

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Kim Adair, Building and Zoning Official Chad Bayles and Superintendent of Public Services Toby Rinehart. City Administrator/Economic Development Director Mike Stanford was absent. Two media representatives were also in attendance.

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation.

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE JULY 15, 2024, REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER.

CONSENT AGENDA

The following items were listed under the Consent Agenda:

REGULAR BUSINESS

Mayor Rick Slaughter requested a change in a hire date for new Police Officer Luke Durre.

A MOTION TO MODIFY LUKE DURRE'S HIRE DATE, FROM AUGUST 1, 2024 TO JULY 20, 2024 (ORIGINAL HIRE DATE WAS APPROVED AT THE JUNE 17TH CITY COUNCIL MEETING) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

Commissioner Linda Spicer shared her appreciation for all the help with the July 4th activities, noting that the activities were very nice.

Commissioner Jeremy Henderson made a request on behalf of Brody Burdine, who had presented during Public Comments at the July 1st City Council Meeting.

A MOTION TO APPROVE THE FLORA COON CLUB TO USE CHARLEY BROWN PARK ON APRIL 28, 2025 THROUGH MAY 4, 2025 (BLACK AND TAN DAYS) AND ON JUNE 4, 2025 THROUGH JUNE 8, 2025 (ENGLISH DAYS) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

Commissioner Phil Wiley reminded everyone to be careful in the extreme heat, to keep hydrated, keep your pets safe and help your neighbors.

Commissioner Jim Fehrenbacher gave a shout out to the Electric Department employees who restored power quickly due to a recent storm. Fehrenbacher stated that work on N. Main Street continues and commented on how nice the road will be when finished. He then presented a resolution regarding the oil and chipping program.

A MOTION TO PASS A RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE, ILLINOIS DEPARTMENT OF TRANSPORTATION IN THE AMOUNT OF $130,000.00 (OIL AND CHIPPING) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

City Clerk Becky Burgess announced that she plans to retire next month, noting her last day of work will be August 30, 2024.

Building and Zoning Official Chad Bayles presented two properties that are unsafe and dangerous.

A MOTION TO PASS A RESOLUTION DECLARING THE GLORIA ABBOTT REAL ESTATE AS UNSAFE AND DANGEROUS (412 E. 2ND STREET) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

A MOTION TO PASS A RESOLUTION DECLARING THE TABITHA MARTIN REAL ESTATE AS UNSAFE AND DANGEROUS (532 W. 6TH STREET) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY.

At approximately 4:39 p.m. with no further business to discuss, Mayor Slaughter requested a motion to adjourn.

COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER SPICER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
