Hugh McPheeters Rigney was born on July 31, 1873, in Arthur, IL, a small town nestled in the heart of Illinois. Raised in a modest household, Rigney grew up with a strong sense of community and responsibility. As he matured, his dedication to public service became evident, leading him to pursue a career in politics. Rigney's commitment to his constituents propelled him into the role of Member of the U.S. House of Representatives from Illinois's 19th district, where he tirelessly advocated for the interests of his fellow Illinoisans.
