Village of Noble Village Board met May 28.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Carl Klingler, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. The guests were Bill Manuel and Mike Bridges.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve May 13, 2024, minutes. Seconded by Ashley Pipher. All voting Aye.

The Trustees were asked to turn in new projects for the new fiscal budget. Mosquito spraying will begin in the Village and will be done on Tuesdays or Thursdays. Noble Freedom Festival & Parade will be held in Noble Park on June 29.

Direct Debt/auto pay will be offered on utility payments. Information will be on the water bills sent out for June billing.

The current Treasurer, Karen Totten’s turned in her resignation. The position has been advertised in the newspapers, on InDeed and the Village website. Applications will be accepted until June 14. Mayor Kessler informed the Board that due to the resignation being presented he has sent the budget information to the Auditors to prepare for the new fiscal year. Motion made by Ashley Pipher to accept Karen Totten’s resignation. Seconded by Carol O’Dell. All voting Aye.

Motion made to donate $100.00 for the Golf outing for the FOP. Seconded by Ashley Pipher. All voting Aye.

Trustee Pipher asked about an applicant that contacted the Village Hall and was told that there were some questions sent via email. Mayor Kessler read the email from an applicant for the Treasurer position which had a few questions prior to applying: 1) Will the Village Board allow her to bring her son for training, when she would need to be in office, and the regular/special meetings? 2) Is remote access a possibility? And to be able to bring work home if needed? 3) Would she be able to work after hours or on Saturdays? Trustee Ulm commented that in the past this didn’t work. Trustee Klingler said he didn’t think it would be a good idea for paperwork to be taken out of the office. Trustee Pflaum mentioned that once Karen is done training, she doesn’t wish to do consulting. Mayor Kessler said he has a problem with remote work and work done at home. Trustee Summers mentioned a problem will be the person handling the program currently being used. Mayor Kessler informed the Board that EJ Water has been contacted and will be sending someone to look over the system. Trustee Pflaum said there would be background checks done on applicants. Trustee O’Dell voiced concerns about the child being covered under insurance while in the office.

Trustee Klingler asked about an update on the sewer lagoon and was told the village hasn’t heard anything since applying for the grant.

There was one bid provided by Larry Heuerman Trucking for oil & chipping streets in Noble through the MFT program for a total amount of $37,361.58. Mike Bridges informed the Board that the additional patch will be at an approximate cost of $6,000.00-7,000.00 not included in the Bid and/or Proposal. Motion made by Carl Klingler to approve the Acceptance of Proposal to Furnish Materials and Approval of Award to Larry Heuerman Trucking for oil & chipping streets in Noble for a total cost of $37,361.58. Seconded by Gary Ulm. Roll Call Vote Taken, All voting Aye.

Mike Bridges is still working on the drainage paperwork for the cemetery. The matter will be placed on the next agenda.

Motion made by Carol O’Dell to pay bills. Seconded by Ashley Pipher. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:28 p.m. Seconded by Paul Summers. All voting Aye.

The meeting adjourned until June 10, 2024, at 7:00 p.m. at the Noble Village Hall.
