City of Martinsville City Council met May 22.

Attendance: Mayor Herman Davidson, Clerk- Sheena Hammond, City Attorney Richard Bernardoni, Dan Kibler-Marshall Advocate, Corey Cook, Todd Shaffner, Chris Snearley, Dallas Richardson

Meeting called to order by Mayor Davidson at 7:00 PM.

Prayer: Bob Lovell

Pledge of Allegiance: All

Public Comment: Corey Cook addressed the Council about replacing meters at the apartment complexes in town. He’d like to use a master meter for the entire property. Council will visit this request at the next meeting.

Motion by A. Wilhoit, 2nd by C. Davidson, to approve the previous meeting minutes.

Josh Anderson, representative from TextMyGov, presented the text alert program to the council.

Shannon Woodard was asked to postpone coming to the council meeting; however, it was noted that he has bid specs ready on the courts and bids will be opened on June 11th at 10:00 a.m. at city hall.

Council discussed invoicing the school district for the concrete work so that they can move forward with their grant reporting.

Councilman Davidson asked Dallas Richardson about the design of the county’s highway warehouse.

Dallas Richardson, County Highway Engineer, reported to the council that the “Rebuild” money has been depleted. A couple of road projects will be completed with the $48,000 allotment from Motor Fuel Tax monies. The 2024 MFT Maintenance Resolution was reviewed.

Todd Shaffner, Gas department superintendent, presented a quote to the council for the cost of replacing residential size and larger meters. The combined quotes totaled $23,865.10.

--Motion by C. Davidson, 2nd by C. Perry, to approve the gas meter replacement quote.

--Motion by A. Wilhoit, 2nd by C. Perry, to approve the purchase of Civic Systems license for electronic meter reading at $3000 for the initial setup.

OTHER:

Mayor Davidson:

● Approval was given by the telephone company to add electrical outlets onto their poles.

Lovell

● Asked for an update on handrails. Mayor Davidson said Lloyd Kemper says he’s tied up. He also stated that a fine cannot be issued because the city does not have a signed contract with him. Lovell asked if the city could pursue rebidding. The county engineer will be in contact with Mayor Davidson on specs for the handrails. Sheena Hammond:

● Gave recognition to Todd Shaffner for accolades by the ICC auditor on his recordkeeping. Also, noted that Corey got his waste water award and was one of four plants up for the award in the state.

● Bring Ordinance books next time to update those.

● Lots of network issues at city hall. Started with firewall expiration. Lots of devices not working correctly.
