City of Flora City Council met May 20.

Here are the minutes provided by the council:

OPENING CEREMONIES

Mayor Pro Tem Linda Spicer called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Pro Tem Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher. Mayor Rick Slaughter was absent.

Others in attendance were City Attorney Bob Coble, Chief of Police Guye Durre, City Administrator/Economic Development Director Mike Stanford, City Clerk Becky Burgess, Building and Zoning Official Chad Bayles and Superintendent of Public Services Toby Rinehart. Two media representatives and a few guests were also in attendance.

Mayor Pro Tem Linda Spicer led the Pledge of Allegiance and Commissioner Jeremy Henderson offered the Invocation.

PUBLIC COMMENTS

There were no public comments. Although Anna Rounds, Flora Chamber of Commerce, was listed on the agenda, she was not in attendance.

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE MAY 20, 2024, REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

CONSENT AGENDA

REGULAR BUSINESS

Mayor Pro Tem Linda Spicer reminded residents that City clean-up is this week. Spicer also mentioned that construction is underway on the pickleball courts.

Commissioner Jeremy Henderson announced that the swimming pool is opening this weekend and there will be free swim this Saturday, Sunday and Monday. Henderson then reminded residents to keep grass clippings off of the road so they don't end up in the drains and for other safety reasons as well.

Commissioner Phil Wiley thanked all who are participating in the Farmer's Market on Saturday mornings. He also reminded everyone that school is almost out and to use caution with all the kids out and about.

Commissioner Jim Fehrenbacher made a request to seek bids.

A MOTION TO APPROVE SEEKING BIDS FOR THE OIL AND CHIPPING PROGRAM WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER HENDERSON.

City Administrator/Economic Development Director Mike Stanford presented several items for Council to consider.

Stanford presented an overview of the amendments to the prior fiscal year budget. Following a brief discussion on why the old budget is being amended, Commissioner Wiley made a motion.

A MOTION TO PASS ORDINANCE NO. 24-3346, AN ORDINANCE AMENDING THE CITY OF FLORA ANNUAL BUDGET 2023-2024 FISCAL YEAR WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

No - Henderson

Abstain - None; Absent - Slaughter

A MOTION TO PASS ORDINANCE NO. 24-3347, AN ORDINANCE AMENDING A PROJECT AUTHORIZATION WITH MILANO & GRUNLOH ENGINEERS, LLC IN THE AMOUNT OF $2,773.00 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

A MOTION TO PASS ORDINANCE NO. 24-3348, AN ORDINANCE APPROVING AN AGREEMENT WITH ECO WASH, LLC FOR HYDRO-EXCAVATING WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER HENDERSON.

A MOTION TO APPROVE A WAGE INCREASE FOR STEVE LEWIS, ESDA COORDINATOR, EFFECTIVE MAY 1, 2024 (FROM $10,021.56/YEAR TO $11,224.15/YEAR) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

Superintendent of Public Services Toby Rinehart addressed Council with a few requests.

A MOTION TO APPROVE THE QUOTE FROM STRAEFFER PUMP & SUPPLY, INC. FOR A HYDROMATIC PUMP FOR THE MIMOSA LANE LIFT STATION IN THE AMOUNT OF $10,002.00 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER HENDERSON.

Rinehart thank the Council for approving the agreement with Eco Wash, noting that this will take a lot of stress off the Water Department personnel.

At approximately 4:50 p.m., with no further business to discuss, Mayor Pro Tem Spicer requested a motion to adjourn.

COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY

COMMISSIONER WILEY. COUNCIL MEMBERS CONCURRED AND MAYOR PRO TEM SPICER DECLARED SAID MEETING ADJOURNED.
