Last week in Springfield saw significant discussions among Democrats, with few bills passed in the House. The Chicago Teachers Union (CTU) lobbied for substantial new funding from Illinois taxpayers, seeking nine percent annual raises over their next four-year contract.

Among the controversial bills discussed were:

- SB 2872: Allows school districts to contract with outside entities for “relaxation” programs for students.

- HB5024: Formalizes early childhood degree programs in higher education.

- HB 4652: Provides a $10,000 stipend for student teachers and $2,000 for cooperating teachers, with the latter's amount being pensionable.

- HB 1375: Mandates financial literacy programs in high schools, though schools can already decide on this independently.

Rep. Chris Miller joined colleagues and Independent Women’s Voice Ambassador Coach Kim Russell to advocate for HB 5830. This bill aims to define "male" and "female" terms legally. Introduced by Rep. David Friess on April 29, 2024, it has multiple co-sponsors. The bill seeks to prevent judges and administrators from redefining these terms unilaterally.

A resolution urging President Joe Biden to authorize work permits for undocumented residents was passed quickly by voice vote in the Illinois House last week. HJR 69 notes thousands of unfilled jobs in Illinois needing these workers. Republicans' motion for reconsideration and a recorded vote was denied.

Rep. Miller also met with three promising 4H students at the Capitol this week.

In other news, State Rep. Chris Miller criticized Governor J.B. Pritzker regarding population decline in Illinois, referencing recent U.S. Census Bureau data showing that three out of four Illinois communities lost population last year.

The CTU's lobbying efforts drew criticism as only two out of ten black students in Chicago Public Schools read at grade level while union members demanded more taxpayer money.

An article highlighted concerns about potential government overreach and economic challenges facing Illinois, noting poor private sector performance compared to government job growth.

A measure (HB4417) allowing public high schools to observe an annual ‘Workplace Readiness Week’ is heading to Governor Pritzker’s desk amid concerns it could serve as union propaganda without opposing viewpoints.

For recreational activities, Illinois offers numerous biking trails suitable for various preferences and skill levels.

Rep. Miller encourages constituents to follow him on Instagram and reach out to his office located at 1113 Lincoln Ave., Charleston, open Monday through Friday from 9 am to 4 pm for assistance with state agency interactions or scheduling appointments.
