5) Approve Non-Union Wage Increases – Approximate Total - $31,233.59

• Utility Clerk - 3.75% increase effective January 1, 2024 and a 6-month increase of 50₵/hour effective January 24, 2024

• Police Department Administrative Assistant, Finance Clerk, Billing Clerk - $1.00/hour raise plus a 3.75% increase effective January 1, 2024

• Building & Zoning Official, City Clerk, Chief of Police, City Treasurer, Superintendent of Public Services, Assistant Chief of Police – 3.75% increase effective January 1, 2024

1) ORDINANCE NO. 23-3299, AN ORDINANCE FOR THE LEVY & ASSESSMENT OF TAXES FOR THE FLORA POLICE PENSION FUND FOR THE FISCAL YEAR BEGINNING MAY 1, 2024 AND ENDING APRIL 30, 2025 ($200,000.00)

2) ORDINANCE NO. 23-3301, AN ORDINANCE LEVYING TAXES FOR CORPORATE PURPOSES FOR THE CURRENT FISCAL YEAR, COMMENCING ON THE 1st DAY OF MAY, 2023 AND ENDING ON THE 30th DAY OF APRIL, 2024 FOR THE CITY OF FLORA, ILLINOIS

5 ILCS 120/2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

5 ILCS 120/2(c)(3) The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance.

5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.

5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

5 ILCS 120/2(c)(21) Meetings for the discussion of minutes of meetings lawfully closed under the Act either for purposes of approval by the body of the minutes or a semi-annual review of the minutes as required by the Act.
