City of Flora City Council met Oct. 16.

Here are the minutes provided by the council:

OPENING CEREMONIES

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, City Administrator/Economic Development Director Mike Stanford, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Abbie Orel, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. Three media representatives, one presenter and one guest were also present.

Mayor Rick Slaughter led the Pledge of Allegiance and Chief of Police Guye Durre offered the Invocation.

PUBLIC COMMENTS

Anna Rounds addressed Council and presented a request on behalf of the Flora Chamber of Commerce. Rounds would like to host Moonlight Madness and requested permission to use Gaslight Square to set up food trucks and vendors for the event. She stated that there will be no need for road closures.

A MOTION TO APPROVE ANNA ROUNDS' REQUEST FOR THE FLORA CHAMBER OF COMMERCE TO HOST MOONLIGHT MADNESS AND UTILIZE GASLIGHT SQUARE ON NOVEMBER 3, 2023 (5:00 P.M. TO 8:00 P.M.) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

REGULAR BUSINESS

Commissioner Phil Wiley took the time to thank all who participated in the Farmer's Market on Saturday mornings at Library Park. Wiley then made a suggestion to explore options for security cameras for inside City Hall and Public Works.

Commissioner Jim Fehrenbacher expressed his approval to check into security cameras. Fehrenbacher then praised Anna Rounds, Director of Flora Chamber of Commerce, for all the work she and the Chamber do to promote the City of Flora.

Before presenting a few items for Council Consideration, City Administrator/Economic Development Director Mike Stanford stated that he received a quote from a security camera company and that he is also looking into installing an alarm system for fire. Stanford noted that he plans to check with our City insurance company to see if there are any insurance discounts if we have such security in place.

A MOTION TO PASS A RESOLUTION ACCEPTING A GRANT FROM THE ILLINOIS HOUSING AUTHORITY (NOT TO EXCEED $185,000) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

A MOTION TO PASS A RESOLUTION APPROVING AN AGREEMENT FOR GRANT MANAGEMENT SERVICES WITH SOUTH CENTRAL ILLINOIS REGIONAL PLANNING & DEVELOPMENT COMMISSION (NO MORE THAN 5% OF THE TOTAL EXPENDED GRANT AWARD) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

A MOTION TO PASS ORDINANCE NO. 23-3294, AN ORDINANCE AUTHORIZING THE EXECUTION OF THE IMLRMA MINIMUM/MAXIMUM CONTRIBUTION AGREEMENT ($276,219.00 AND IF PAID BY NOVEMBER 17, 2023, A 1% DISCOUNT WILL APPLY) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER.

City Treasurer Abbie Orel presented the Annual Treasurer's Report for Fiscal Year 2023, noting this report will be on the City's website as well in the local newspaper. Orel stated that there may be adjustments as the audit has not been finalized yet.

A MOTION TO APPROVE THE ANNUAL TREASURER'S REPORT FOR FISCAL YEAR ENDING APRIL 30, 2023 WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

Superintendent of Public Services Toby Rinehart requested authority to seek bids on converting an old digger truck to a dump truck, noting it was a budgeted item.
