Village of Noble Village Board met Oct. 10.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Karen Totten, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Absent Carl Klingler. Guests: Mike Bridges and Jeff Vaughan.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve September 25, 2023, minutes. Seconded by Paul Summers. All voting Aye.

Treasurer and Cash in Bank reports as of the end of September were presented. Motion made by Ashley Pipher to approve the Treasurer’s Report as presented. Seconded by Janet Pflaum. All voting Aye. The Village Treasurer mentioned the transfer of $40,000.00 from General fund to Water fund was done and the 2nd installment of property tax has been received.

Mike Bridges discussed the phone conference/zoom meeting with IEPA that he, Jeff Vaughan with Greater Wabash Regional Planning Commission and Mayor Kessler attended. This was regarding the violation with the sewer lagoon. Mike advised the IEPA was not going to back down and thought there would be a Consent Decree from the Attorney General’s Office that would give the village a chance to set a schedule to get things done in, maybe next Spring before village finds. They will continue to move forward with the paperwork for the grant that had been previously discussed. Jeff Vaughan mentioned the CBDG grant for public infrastructure and that deadline is January 19 (last year announced in August), there will be requirements after announcement (an Environmental Review is one requirement) and mentioned could be looking at early 2025 at best for work to get started. Mike said there is an EPA loan with low interest rates, possibility of some of the loan being forgiven but not a definite (loan is a lot more involved to get it) and it will not be any faster than the grant. Trustee Pipher asked if the village would try for a loan if it would hinder the grant and was told no. Jeff Vaughan mentioned a conference/workshop that is being held next week that he, Mayor Kessler and Mike Bridges will be attending.

Village hydrants were flushed Oct. 4 & 5 and no issues.

The Village Tax Levy is being prepared by Auditors.

Noble Lions Club Halloween parade in Noble Park will be held on Friday, October 27; cakewalk 6:30p.m., parade 7p.m. Trick or Treat night in Noble Saturday, October 28 6pm.-8pm.

Security cameras for the Noble Park were mentioned and an approximate cost may be under $1,000.00. This will be checked into further when the park restrooms are finished.

Additional tax above sales tax will be discussed later.

The Village Christmas party is scheduled for Thursday, December 7 at 6p.m. at HV’s in Olney.

Mayor Kessler mentioned an idea to use black patch to make speed bumps and place a slow sign for the alley behind Cardinal Mound. Signs being made by Meagher Signs was mentioned. Motion made by Paul Summers to purchase 2 (cheap) signs and apply patch to create speed bumps. Seconded by Ashley Pipher. All voting Aye.

Trustee Pflaum with the Personnel Committee informed the board they held a meeting to discuss annual employee pay increases. The Personnel Committee recommended increases as follows: 2% for Karen Totten - $25.50 and MJ McCall - $13.26; 3% for Bill Manuel - $21.87 and Leroy Stallard $19.47 and 4% for Tresa Hundley - $21.95 beginning retroactive on October 9, 2023. Trustee Pflaum mentioned employee Bill Manuel did not have his mosquito license and Leroy has been doing all the spraying. Motion made by Carol O’Dell to approve the recommendation of the Personnel Committee for the employee pay increase as presented. Seconded by Ashley Pipher. Roll Call Vote Taken, All voting Aye.

Motion made by Ashley Pipher to cancel the second village board meeting in December. Seconded by Paul Summers. All voting Aye.

Motion made by Ashley Pipher to pay bills. Seconded by Janet Pflaum. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:40 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until October 23, 2023, at 7:00 p.m. at the Noble Village Hall.
