City of Casey City Council met Oct. 2.

Here are the minutes provided by the council:

The Regular Meeting of the City Council was held Monday October 2nd, 2023; beginning at 6:00 p.m. Mayor Mike Nichols was absent, Clerk Mumford called the meeting to order and led the Pledge of Allegiance.

Roll Call:

Present: Alderman Hanley

Alderman Jenkins

Alderman Mumford

Alderman Richardson

Alderman Wilson

Absent: Alderman Williams

A quorum was declared.

Clerk Mumford looked for a motion to appoint a Mayor Pro-Tem for tonight’s meeting.

Alderman Jenkins motioned approval to appoint Alderman Mumford as Mayor

Pro Tem for tonight’s meeting, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Williams

Motion declared carried.

Public Forum:

None

Community Affairs:

Mayor Pro-Tem Mumford presented Resolution #100223A: Turkey Trot 5k for approval.

Alderman Wilson motioned approval of Resolution #100223A, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Williams

Motion declared carried.

Mayor Pro-Tem Mumford presented Kelsey Swing with Gilbert, Metzger & Madigan LLP who presented the Fiscal Year 2023 Audit. She went over details of the audit.

Meeting Minutes:

Mayor Pro-Tem Mumford looked for approval of the minutes of the September 18th, 2023 City Council Meeting.

Alderman Jenkins motioned approval of the minutes of the September 18th, 2023 City Council Meeting, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Williams

Motion declared carried.

Officers Reports:

Clerk Mumford presented September 2023 Bills paid for approval in the amount of $861,497.38. Alderman Hanley motioned approval of the September 2023 Bills paid, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Williams

Motion declared carried.

Treasurer Lorton looked for approval of making the following permanent transfers:

- Fiscal Year 22: Corporate fund to Water fund: $116,000

- Fiscal Year 23: Corporate fund to Water fund: $30,000

- July 2023: Corporate fund to Water fund: $20,000

- August 2023: Corporate fund to Water fund: $10,500

- August 2023: Corporate fund to Water fund: $2,000

- August 2023: Corporate fund to Sewer fund: $15,000

- September 2023: Corporate fund to Water fund: $35,000

- September 2023: Corporate fund to Sewer fund: $59,000

Alderman Jenkins motioned approval to make the above permanent transfers, seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Williams

Motion declared carried.

Treasure Lorton presented September 2023 Treasurer’s Collection Deposit Report for approval in the amount of $597,868.84.

Alderman Richardson motioned approval of September 2023 Treasurer’s Collection Deposit Report, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Williams

Motion declared carried.

Superintendent Biggs reported that the new playground equipment will be delivered the week of October 23rd. City Wide Clean up is also scheduled for October 7th thru October 14th. He then presented the following Ordinances for approval:

- Ordinance #540: Authorizing Purchase of Real Property for Utility Purposes: 03-11-20- 11-202-007

- Ordinance #541: Authorizing Purchase of Real Property for Utility Purposes: 03-11-20- 11-202-022

- Ordinance #542: Authorizing Purchase of Real Property for Utility Purposes: 03-11-20- 11-202-026

- Ordinance #543: Authorizing Purchase of Real Property for Utility Purposes: 03-11-20- 11-202-023

- Ordinance #544: Authorizing Purchase of Real Property for Utility Purposes: 03-11-20- 11-202-029

- Ordinance #545: Authorizing Purchase of Real Property for Utility Purposes: 03-11-20- 11-202-006

- Ordinance #546: Authorizing Purchase of Real Property for Utility Purposes: 03-11-20- 11-202-027

- Ordinance #547: Authorizing Purchase of Real Property for Utility Purposes: 03-11-20- 11-202-008

All of these ordinances have to do with getting an easement down Wren road for the waterline project.

Alderman Jenkins motioned approval of the following Ordinances: #540, 541, 542, 543, 544, 545, 546, 547, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Williams

Motion declared carried.

Chief Henderson looked for approval to go into Executive Session for the purpose for consideration of the following subjects, pursuant to 5 ILCS 120/2 (c); Personnel – Section 2 (c) (1).

Alderman Richardson motioned approval to go into Executive Session, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Williams

Motion declared carried.

Executive Session began at 6:19 p.m.

Regular meeting resumed at 6:22 p.m.

Roll call for regular meeting:

Absent: 1 – Williams

EMA Director Craig said all 3 sirens are now up and running. Lindsey Montgomery reported that EMA is having a Pork Burger drive through in honor of Bobby Staley October 28th, 2023.

Alderman Reports:

Alderman Jenkins asked about Demo cars and ordinances and properties in the SW part of town and what is being done about them.

Alderman Wilson had a question about the lot in between Tetzel Prime and Reflections. Alderman Hanley asked about the building that is falling in next to Maschoff’s building on S Central.

Mayor Report:

None

There was no further Business of the City Council for the October 2nd, 2023 Council Meeting.
