Village of Noble Village Board met Sept. 11.

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Karen Totten, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Remote: Carl Klingler.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Carol O’Dell to approve August 28, 2023, minutes. Seconded by Paul Summers. All voting Aye.
Treasurer and Cash in Bank reports as of the end of August were presented. Motion made by Ashley Pipher to approve the Treasurer’s Report as presented. Seconded by Gary Ulm. All voting Aye.
The matter of the condition and the delinquent utility bill for the property of 136 W. Locust St. was given to the Village Attorney. A letter was and the owner has until Sept. 22 to respond.
Mayor Kessler checked into HV’s for a location to have the Village Christmas party. The Village Clerk inquired and was told there would be no charge for the use of the space. Mayor Kessler asked the Trustees if they had any other place in mind to let him know.
A Pre-Construction meeting for the construction of the restroom in the park was held September 6 and demolition began today. Mayor Kessler was told of an approximate completion date of 1st week of November, if there were no issues with getting all materials.
Mayor Kessler mentioned a sewer rate increase may need to be discussed, due to keeping the rate in line with the guidelines for future grants. No action.
Treasurer Totten discussed an interfund transfer from General to Water that is going to be needed soon. The matter will be put on the agenda for the next board meeting.
Mayor Kessler was approached by the new owner of 130 Oak St. and requested a tree that is on village side (which is dead) be removed. The owner told Mayor Kessler if it was dropped, he would take the wood. Mayor Kessler will have a quote at the next board meeting.
Motion made by Ashley Pipher to have Trick or Treat night in the Village of Noble on Saturday, October 28 from 6p.m to 8p.m. Seconded by Paul Summers. All voting Aye.
Trustee O’Dell mentioned a bad area/place on sidewalk by 225 S. Noble Ave. Mayor Kessler will have employees check it out. Also, a fence on W. Cherry St. was mentioned and inquiry about if a permit is required for putting up a fence and was told no permit is required.
Motion made by Ashley Pipher to pay bills. Seconded by Paul Summers. All voting Aye.
Motion made by Carol O’Dell to adjourn the meeting at 7:28 p.m. Seconded by Ashley Pipher. All voting Aye.
The meeting adjourned until September 25, 2023, at 7:00 p.m. at the Noble Village Hall.
