City of Tuscola City Council met Aug. 28.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Shoemaker, Slaughter, and Mayor Kleiss in attendance. Aldermen Morris, Rund, and Waldrop were absent. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

Minutes of August 14, 2023 meeting

Financial reports for July 2023

Payment of bills totaling $172,026.13

Pay request from Municipal Emergency Services in the amount of $10,837.98, for fire turnout gear (amount included in bill total)

Community Building lease with alcohol from Elsa Ramirez for a Quinceanera November 21-23

Community Building lease with alcohol from the TCHS Alumni Association for a reunion September 22-24.

Request to close Prairie Street on September 10, for T painting

Hoey moved to approve the items on the consent agenda. Brace seconded. VOTE YEA* Brace, Day, Hoey, Shoemaker, Slaughter. Day moved to approve the consent agenda for August 28, 2023. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Shoemaker, Slaughter.

City Administrator

Administrator Hoel announced Officer Taylor White submitted his resignation and has moved on to another position up north. Hoel added White was very gracious when submitting his resignation and we wish him well. Mayor Kleiss stated White was an asset to the force. A search is underway to fill the position.

Contracts and Agreements

Mayor Kleiss opened discussion on the amendment to the Professional Services Agreement with Milano & Grunloh for the Meadowview water main improvements. Administrator Hoel stated we have received formal notice of the grant from DCEO, but do not have the actual grant agreement. Hoel anticipates bidding the Meadowview project and the master meter station project in the next few weeks, and would like to have the amendment with

August 28, 2023 Milano & Grunloh approved so it can be included with the IEPA loan documents and DCEO grant agreement for funding. Slaughter moved to approve the amendment to the PSA with Milano & Grunloh to satisfy the IEPA loan requirements and DCEO grant agreement. Brace seconded. VOTE YEA* Brace, Day, Hoey, Shoemaker, Slaughter.

Administrator Hoel discussed the IL Municipal League Risk Management Association stating we have been members for over 20 years and purchased our insurance through IMLRMA. Hoel added we solicited bids for insurance two years ago and were able to save on premiums with a two year locked in rate with IMLRMA. Hoel would like to again solicit bids and requests council approve a letter giving 120 days' notice to IMLRMA of our possible withdrawal. Hoel added this is a requirement of our membership with IMLRMA and can be withdrawn if we remain with them. Shoemaker moved to approve sending IMLRMA notice of potential withdrawal. Hoey seconded. VOTE YEA* Brace, Day, Hoey, Shoemaker, Slaughter.

Other

On the recommendation of Fire Chief Moody, Slaughter moved to approve the appointment of Allison Morenz as a probationary firefighter/EMT, and the promotion of Rob Hardwick to Chief Engineer. Day seconded. VOTE YEA* Brace, Day, Hoey, Shoemaker, Slaughter. Administrator Hoel pointed out each council member has a copy of the full firefighter roster.

Day moved to approve the hiring of Joyce Ragle as part-time police administrative assistant at $17.66/hour, effective immediately. Mayor Kleiss stated Ragle will help out with anticipated absences due to another employee's illness. Brace seconded. VOTE YEA* Brace, Day, Hoey, Shoemaker, Slaughter.

The motion to adjourn was made by Slaughter and seconded by Brace. VOTE YEA* Brace, Day, Hoey, Shoemaker, Slaughter.
