Village of Noble Village Board met Aug. 28.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Remote: Carl Klingler. Guests are Bill Manuel and Mike Bridges.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve August 14, 2023, minutes. Seconded by Paul Summers. All voting Aye.

Village Hall will be closed all day on Monday, September 4 for Labor Day. Trash pickup will Not be delayed in the Village the week of Labor Day.

The Financial Audit for fiscal year 22/23 completed, no issues and available for review.

Mayor Kessler mentioned a meter yoke was damaged at 2334 E Pleasant Ridge. The customer had a leak on their side, and they cut off the village check valve and connected their replacement pipe directly onto the meter. Mayor Kessler had the check valve replaced and the customer was invoiced for materials.

Mike Bridges discussed the sewer lagoon issues, EPA violations and possible solutions. He mentioned grants that are available for replacement of the baffle and sludge removal. A permit is in place for sludge removal and disposal. Currently there is 7.1 million gallons of sludge built up in the lagoon. Replacement of the baffle could be $70,000.00 and sludge removal and disposal could be $500,000.00. Mike thought the EPA letter may improve the village changes with the approval for the grant. Grant would cover 100% of the construction and Village would be responsible for Engineer and Administration fees. Greater Wabash Planning Commission will be handling the grant process. Motion made by Gary Ulm to proceed with obtaining grant of approx. $570,000.00 for a new baffle and sludge removal and disposal. Seconded by Ashley Pipher. Roll Call Vote Taken, All voting Aye.

Motion made by Ashley Pipher to enter into an agreement with Charleston Engineering for them to handle the Lead Service line inventory. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.

Motion made by Carl Klingler to approve the Resolution of the Village of Noble Adopting the Richland County Multi-Jurisdiction Hazard Mitigation Plan – August 2023. Seconded by Ashley Pipher. All voting Aye.

Placing a caution sign at the alley by Cardinal Mound was discussed and tabled.

Trustee Ulm inquired about the Bass property on W. Locust St. Mayor Kessler had messaged the granddaughter again and nothing further had been done. The matter will be given to the village attorney.

Sidewalk on N. Frist St had been replaced by the Gas Co.

Mayor Kessler informed the board that there are a couple properties on W. Cherry St. that he had boards put up to the doors, as there are kids in the area playing and could be dangerous. Mayor Kessler had checked with the Village Attorney Bart Zuber prior to boarding the doors and was told Based on the photos provided, could legitimately say that this presents an immediate danger and boarding doors would be fine. Trustee Summers mentioned a trailer on W. North Ave. that has a door open.

Motion made by Paul Summers to pay bills. Seconded by Ashley Pipher. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 8:05 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until September 11, 2023, at 7:00 p.m. at the Noble Village Hall.
