City of Flora City Council met Aug. 21.

Here are the minutes provided by the council:

OPENING CEREMONIES 

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher. 

Others in attendance were City Attorney Bob Coble, City Administrator/Economic Development Director Mike Stanford, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Abbie Orel, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. Two media representatives and two guests were also present. 

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation. 

PUBLIC COMMENTS - None 

APPROVAL OF AGENDA 

A MOTION TO APPROVE THE AGENDA FOR THE AUGUST 21, 2023 REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

No - None

CONSENT AGENDA 

The following items were listed under the Consent Agenda: 

• ACCEPT POLICE DEPARTMENT ACTIVITY REPORT FOR JULY 2023 

ACCEPT BUILDING AND ZONING REPORT FOR JULY 2023 

APPROVE TREASURER'S REPORT FOR JULY 2023 

• APPROVE REGULAR COUNCIL MEETING MINUTES OF AUGUST 7, 2023 

• APPROVE SCHEDULE OF BILLS FOR PERIOD ENDING AUGUST 17, 2023

August 21, 2023 

REGULAR BUSINESS 

Mayor Rick Slaughter stated that he would like to begin the Good Citizen Award for students at Floyd Henson Jr. High, and continue again this year at Flora High School. There were no objections. 

Commissioner Linda Spicer complimented the city workers and the crew who worked in the heat to complete the oil and chipping. 

Commissioner Jeremy Henderson gave thanks to the swimming pool employees, noting that it was a pretty good season. 

Commissioner Phil Wiley cautioned residents to be careful and stay safe during this hot weather. 

Commissioner Jim Fehrenbacher echoed Commissioner Spicer's comments regarding the oil and chipping program. 

City Administrator/Economic Development Director Mike Stanford handed the floor over to Morgan Doggett and Heather Neuman, Drew Lane Consultants, who gave a brief update to Council on the downtown revitalization grant. 

Following a few comments regarding the grant, Stanford presented three ordinances for Council to consider. 

A MOTION TO PASS ORDINANCE NO. 23-3283, AN ORDINANCE APPROVING AND RATIFYING A GRANT UNDER THE FAÇADE IMPROVEMENT PROGRAM FOR NICKOLAS A. ECKELBERRY AND REBECCA A. ECKELBERRY (113 W. NORTH AVENUE - $4,400.00) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

No - None 

Abstain - None; Absent - None 

A MOTION TO PASS ORDINANCE NO. 23-3284, AN ORDINANCE APPROVING A PROJECT AUTHORIZATION AND ADDENDUM #1 WITH MILANO & GRUNLOH ENGINEERS, LLC AT AN ESTIMATED COST OF $25,315.00 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER. ➤ Vote: Yes - Slaughter, Spicer, Henderson, Wiley, Fehrenbacher 

No - None 

Abstain - None; Absent - None 

A MOTION TO PASS ORDINANCE NO. 23-3285, AN ORDINANCE APPROVING AN AGREEMENT WITH 120WATER ($14,685.00) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER FEHRENBACHER.

Building and Zoning Official Chad Bayles sought Council approval for an unsafe and dangerous property. 

A MOTION TO PASS A RESOLUTION DECLARING THE MARTHA JANE REAL ESTATE AS UNSAFE AND DANGEROUS (611 W. 4TH STREET) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER HENDERSON. 

➤ Vote: Yes - Slaughter, Spicer, Henderson, Wiley, Fehrenbacher 

ADJOURN

At approximately 4:42 p.m. with no further business to discuss, Mayor Slaughter requested a motion to adjourn. 

COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER SPICER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
