City of Tuscola City Council met Aug. 14.

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance.
Consent Agenda
Mayor Kleiss went over the items on the consent agenda:
Minutes of July 24, 2023 regular meeting and the July 31, 2023 special meeting
Payment of bills totaling $300,398.76
Pay request from Clark Dietz in the amount of $26,790.23, for downtown alley improvements - Phase II engineering
Pay request from Walker Company in the amount of $64,673.84, for the annual oil and chip
Pay request from James E Crane in the amount of $3836.95, for MFT engineering on the annual oil and chip
Community Building lease with alcohol from Jeanne Pettry for wedding reception September 29-30, 2023
Marion County Horizon Center request to hold 5K run and route on September 16, 2023
Cast Iron Pub request to close West Sale Street after 5 PM on September 23, 2023, for a homecoming block party

Requested time on the Agenda
Adam Munds, organizer of the RC Fest held at Wimple on July 29-30, spoke to council about the event. Munds felt everything went smoothly. This was the largest event to date, with 189 participants from 17 states. A donation of $4311 from last year's event was given to Impact Life. The car crush was well received, Munds stated, and the introduction of boat races this year was a hit. Munds thanked the City for their support and cooperation and ended by saying he'd like to consider July 27-28, 2024 for the next RC Fest.

Mayor Kleiss read a note from Claire Meyer, newly crowned Miss Tuscola, thanking the City for their support.

Contracts and Agreements
Mayor Kleiss opened discussion on the bids for sidewalk improvements. The bid results were quite a bit higher than the engineer's estimate, Kleiss stated. The budgeted amount for this year is $100,000. Because the bids are high and the construction season is winding down, Kleiss and Administrator Hoel recommend holding off on the project until spring 2024 when this year's budget and next year's budget can be combined. This would allow for more funds, combined bidding quantities, and hopefully better pricing. Shoemaker stated he is hearing industry wise prices will continue to increase. Morris moved to reject all bids submitted for the 2023 sidewalk improvements. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Mayor Kleiss pointed out the city will handle some grinding work before next construction season. The city will also repair the sidewalk near the high school where construction has been taking place.
Mayor Kleiss reminded everyone school starts next Monday. Please be cautious when driving near the schools.
