Village of Dieterich Board of Trustees met Aug. 7.

Here are the minutes provided by the board:

The Dieterich Village Board met in regular session on Monday, August 7, 2023 at 6:30 p.m. at Dieterich Village Hall located at 103 W. Section Street.

The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.

The following Trustees were present: Jeff White; Fred Bray; Carrie Galbraith; Matt Flowers; Bill Lane and Pam Hartke. With six Trustees and President Brad Hardiek present, a quorum was declared to be present. Also at the meeting were: Village Clerk Brittny Gipson, Village Maintenance Supervisor Mike Campbell, Sarah Lin, Traci Bruns, Marilyn Robards, Larry Robards, Leslie Robards, and Village Engineer Lee Beckman.

A motion was made by Trustee P. Hartke; seconded by Trustee B. Lane to approve the omnibus agenda: approve minutes of the July 24, 2023 regular meeting, approve the Treasurer’s Report, and approve Expenditures. Roll call was 6 yes and 0 no.

Village Engineer Lee Beckman was running late from attending another meeting. President Hardiek went to the New Business portion of the meeting.

Sarah Lin was present to request the Board reimburse her for a portion of her water and sewer bill at 209 N. Main Street. All three of the toilets at her home have new parts installed and nothing is leaking now. She is requesting the Board develop a policy on reimbursements for leaks. She was never notified by Village Hall of her leak and felt she should have been notified. She doesn’t believe she should be responsible for her entire water and sewer usage amount since she was not notified of her leak. Sarah requested she be notified daily if a leak appears at her home again. The Board agreed they would be developing a policy soon and would notify her once it was established.

Larry, Marilyn, and Leslie Robards were present to address the Board regarding leaks that were in their main water supply line at 105 W. Church Street. The leaks started in January 2023 and continued for a few months. Niebrugge’s attempted to repair multiple leaks and eventually the entire water supply line from the meter to the home was replaced. Now that the matter of reimbursements has been brought to the Board, they would also like a reimbursement of their bill. Since their leak was all outside in the yard, they did not have any sewer used for the water usage of their leak. The Board agreed they would be discussing a policy on reimbursement and inform them of the outcome of the policy, once it was created.

Engineer Lee Beckman arrived at the meeting and reviewed the current status of the Wright Family Center.

Lee reported that we are still waiting for the State Legislative grant agreement for the E. Section Street storm sewer project. We cannot begin the project until a grant agreement is in hand. If we don’t receive the agreement soon, the project may be pushed back until spring 2024 for a construction start.

IDOT in Springfield will be conducting the bid opening for our Safe Routes to School (SRTS) project in November. It will be interesting to see the bid pricing, since every year there are fewer State approved contractors in our area. We are still planning for a spring 2024 construction start.

The pipes have been delivered for the North Pointe ditch check project. There are certain places where there will be concrete poured instead of rip rap placed given the difficult location to be able to maintain that rip rap in the future.

Maintenance Supervisor Mike Campbell reported he met with Mr. John Meyer, landowner, who owns the field where our lagoon discharge runs. John has requested the village assist with helping clean/maintain/tile the grass waterway on his property. There was never any sort of maintenance agreement between the village and landowner. The village does not have any sort of easement agreements that would allow them to complete work on private property. Clerk Gipson was asked to consult with the village attorney on what our maintenance requirements, if any, would be.

Trustee J. White asked Mike to remove an old concrete corner fence post at the northeast corner of the Village Cemetery. The corner post creates a visual obstruction and hinders the line of site when trying to turn onto the blacktop.

A motion was made by Trustee J. White; seconded by Trustee P. Hartke to approve an agreement with PGAV Planners, LLC for TIF planning services not to exceed $5,000. Roll call was 6 yes and 0 no.

A motion was made by Trustee J. White; seconded by Trustee C. Galbraith to approve a project authorization agreement with Milano & Grunloh Engineers for water system mapping in conjunction with the Lead Service Line Inventory mandates not to exceed $24,000. Roll call was 6 yes and 0 no.

A motion was made by Trustee B. Lane; seconded by Trustee M. Flowers to approve hiring K&A Lewis Construction to replace a portion of sidewalk along South Main Street for $19,975. Roll call was 6 yes and 0 no.

Trustees discussed many details of the Wright Family Center Director position and agreed there needed to be edits made to the draft Director job description that was reviewed. Traci Bruns with the Dieterich Park District was present to discuss the timeline for being able to offer DPD programming at the WFC. Traci detailed her ideas for programming offerings for youth, adults, and families. Trustees agreed they needed to advertise for the Director position very soon.

During Trustee comments it was mentioned there are still several underage people driving golf carts in village limits. Clerk Gipson was asked to reach out to the Effingham County Sheriff’s office to request they help better enforce our non-highway vehicle policies.

At 9:26 p.m. a motion was made by Trustee C. Galbraith; seconded by Trustee P. Hartke to adjourn the meeting. Roll call was 6 yes and 0 no.
