Village of Noble Village Council met July 24.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Remote: Carl Klingler. Guest Bill Manuel.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve July 10, 2023, minutes. Seconded by Ashley Pipher. All voting Aye.

The Noble Chowder will be held on August 12 in Noble Park. During the Chowder the streets of N. Noble Ave (between Elm St. & Poplar St), WildCat St & 100 block of E. Elm St will be closed.

Noble Village wide Garage Sale will be held on August 19.

Noble Cleanup is scheduled for August 23.

Mayor Kessler has talked with the granddaughter of the owner of 136 W. Locust St. and she will get ahold of her Aunt. Mayor Kessler will call granddaughter again.

Bill Manuel talked to Mike Bridges about oiling streets and was told may start next week.

Mayor Kessler talked to Kenny Michels regarding the construction of the new park restroom and Kenny talked to Derek Royse about it. Mayor Kessler told Derek Royse to talk to Mike Bridges about his bid. Mayor Kessler will call Mike Bridges on Wednesday. Trustee Ulm inquired about the deadline and was told the Village has 60 days to accept or decline the bid provided. Trustee Summers mentioned, if necessary, call an emergency meeting if it comes to that point.

Bill Manuel mentioned the 6 trees (previously quoted) in the village would be taken down next week. The Village Clerk mentioned that the prevailing wage paper still needs signed and turned in. Bill Manuel will get the paper signed.

Mayor Kessler mentioned the claim for the damage on the sewer (gravity main) line that Ameren hit back in 2019. Ameren contacted Mayor Kessler and said due to not enough proof of evidence that they actually hit the line they are not paying the claim submitted. Royse’s bill of $2,655.75 will be paid by the Village of Noble. Trustee Ulm mentioned flag with pictures next time.

The Ordinance for making Appropriation for the payment of the necessary expenses and liabilities of the Village of Noble for the fiscal year beginning May 1, 2023, was presented. Motion made by Gary Ulm to approve Ordinance for making Appropriation for the payment of the necessary expenses and liabilities of

the Village of Noble for the fiscal year beginning May 1, 2023, total Revenue estimate $724,025.00 and Expenditures estimate $1,239,714.00, with a deficit of $515,689.00. Seconded by Janet Pflaum. Roll Call Vote Taken, All voting Aye. Motion carried.

The Village Board would like to thank Gene Diesser for donating 14 tons of rock for the Noble Cemetery and use in Noble Park.

Trustee Ulm informed the Board that he had received a call concerning a monument (in the Noble Cemetery) that was leaning. Village employees were able to level it. Trustee Ulm thanked the employees. Trustee Summers mentioned the Cemetery Committee needs to meet and look over 3 or 4 monuments that could use attention.

Motion made by Ashley Pipher to extend the contract with Republic under the same terms and conditions as current contract (2-3% increase yearly). Seconded by Paul Summers. All voting Aye.

Trustee Pipher mentioned a person inquired about a storm shelter. Mayor Kessler said that a grant for a storm siren is in progress.

Motion made by Carol O’Dell to pay bills. Seconded by Ashley Pipher. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:28 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until August 14, 2023, at 7:00 p.m. at the Noble Village Hall.
