With five Trustees in attendance, a quorum was declared to be present. Also at the meeting were Clerk Brittny Gipson, Mike Campbell, Sarah Lin, Jared Lin, Mike Meyer, Ashley Meyer, Kelsey Montoya, Matt Worman and Tyler Niemerg.

A motion was made by Trustee J. White; seconded by Trustee B. Lane to approve the omnibus agenda: approve the minutes of the July 10, 2023 Regular Meeting. Roll call was 5 yes and 0 no.

Maintenance Supervisor Mike Campbell reported the Village Maintenance Building will be without power starting August 7th through August 9th due to the construction at the school.

Mike reported the leaking hydrant was repaired at the corner of Pine and W. Virginia Street. There was a sidewalk panel that had to be removed, but it will be repoured. Mike and his crew are still working to complete the smoking of sanitary sewer lines. They have the equipment from IRWA for 3 weeks to continue the smoke testing.

Mike discussed various dead trees that need to be taken down and wanted to recognize and thank Illinois Central Curbing for donating the concrete stepping stones near the Veterans Memorial.

Dieterich resident Sarah Lin addressed the Board regarding her high water bill for the usage period 5/22/23 through 6/19/23. She believes it is a leaking toilet(s) and requested the Board adjust her bill to remove the sewer portion and develop a policy on leak alerts. It’s believed the leak is still present. After discussion, the Board asked the Lin’s to get the leak(s) stopped and then come back to the August 7, 2023 meeting to discuss the situation further.

A motion was made by Trustee B. Lane; seconded by Trustee M. Flowers to approve Resolution 539-2023: Approving Final Plat for Recording Tyler Niemerg Subdivision. Roll call was 5 yes and 0 no.

Clerk Gipson reported that the total solar eclipse will include Dieterich on April 8, 2024. There has been a committee formed to plan for the influx of visitors that day. Effingham County is also planning to provide emergency management guidance for this event. There has been a committee of volunteers formed to plan for this event and their next meeting is August 8th at 7:00 p.m. at Village Hall and everyone is welcome to attend.

Clerk Gipson reported that Dieterich is in a unique position that we have a “Zip Code Day” approaching in 2024. Dieterich’s zip code is 62424, so the date 6-24-24 only happens once. This is a day when we hope to celebrate Dieterich. Plans are in the beginning stages, but the same committee that is working on the eclipse will be working on this event also. Everyone is welcome to attend their meeting on August 8th at 7 p.m. at Village Hall.

At 7:39 p.m. a motion was made by Trustee J. White; seconded by Trustee F. Bray to adjourn the meeting. Roll call was 5 yes and 0 no.
