City of Neoga City Council met July 10.

CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Mayor Pro-tem Schabbing. The Pledge of Allegiance was recited. Those present were Commissioners Williams, Edwards, and Mayor Pro-tem Schabbing. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, and Neoga News Editor Billie Chambers. Others present were Reeni Letizia, and Zach Letizia.
MINUTES
After reviewing the regular session minutes from June 25, 2023, Commissioner Edwards made a motion to approve the minutes as presented. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Williams, and Mayor Pro-tem Schabbing. Nays, none. Motion carried. 3-0.
PUBLIC AFFAIRS, MAYOR HARTKE
RESOLUTION 07-07-2023 A Resolution Appointing Zachary Allan Letizia to the City Council of the City of Neoga, Illinois
After reviewing the resolution, Commissioner Edwards made a motion to accept the resolution as presented. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Williams, and Mayor Pro-tem Schabbing. Nays, none. Motion carried. 3-0.
City Clerk Evans swore in Zachary Letizia as Commissioner to the City Council.

TREASURER’S REPORT
After reviewing the treasurer’s report, Mayor Helm ordered that the treasurer’s report be filed in the City Clerk’s records.
ORDINANCE 1060-07-23 An Ordinance Setting Forth a Budget of Estimated Receipts and Disbursements and Making Appropriations for City Purposes of the City of Neoga, Cumberland County, Illinois, for the Fiscal Year 2024 Commencing on May 1, 2023, and Ending on April 30, 2024
After a brief discussion, Commissioner Edwards made a motion to approve the ordinance as presented. The motion was seconded by Commissioner Letizia. Ayes, Commissioner Edwards, Letizia, and Williams, and Mayor Pro-tem Schabbing. Nays, none. Motion carried. 4-0.

STREETS AND ALLEYS, COMMISSIONER EDWARDS MFT 2023
No action was taken.
HEALTH AND SAFETY, COMMISSIONER WILLIAMS Commissioner Williams told the council that there are still properties in Neoga that are in major need of mowing and cleanup. Williams asked what the normal process was to address this problem. City Clerk Evans said that usually the police department takes pictures of the violations, and a letter is sent to the property owner. After 10 days if the nuisance isn’t abated, charges will be filed in Cumberland County Court. Williams also asked about the dead limbs in the trees from the storm and who takes care of them. Evans explained the public works guys will move them, but with everything going on, they might need to have someone with a bucket truck help removing them.

EXECUTIVE SESSION
Commissioner Edwards made a motion to move into executive session for Personnel – Section 2 (c)(1) Employee hiring, firing, compensations, discipline, and performance at 7:22 p.m. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Letizia, Williams, and Mayor Pro-tem Schabbing. Nays, none. Motion carried. 4-0.
RECONVENED AND ROLL CALL
The meeting was reconvened at 8:27 p.m. on a motion from Commissioner Edwards. The motion was seconded by Commissioner Williams. Those present for roll call were Commissioners Edwards, Letizia, Williams, and Mayor Pro-tem Schabbing.
