City of Neoga City Council met June 26.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Helm. The Pledge of Allegiance was recited. Those present were Commissioners Williams, Schabbing, Edwards, and Mayor Helm. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, Superintendent Durbin, Police Chief Schabbing, Engineer Beckman, and Neoga News Editor Billie Chambers.

MINUTES

After reviewing the regular and executive session minutes from June 12, 2023, Commissioner Edwards made a motion to approve the minutes as presented. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

PUBLIC AFFAIRS, MAYOR HELM

HEARTLAND CREDIT CARD PROGRAM

City Clerk Evans informed the Council that she has been researching different credit card companies to use in the city. Evans said that the current company has increased their rates, and is not as user friendly as some others. Evans said that she and City Treasurer Foor have been looking at several other companies, and because this company is endorsed by First Mid Bank, they feel it will be the best fit for Neoga at this time. Evans said that there will not be a monthly fee to the city but a small increase to the customer. After a brief discussion, Commissioner Schabbing made a motion to proceed with Heartland Credit Card program. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Schabbing, Edwards, Williams, and Mayor Helm. Nays, none. Motion carried. 4-0.

NEOGA BUCKS GOLF SPONSORSHIP

After discussing the golf sponsorship, Commissioner Edwards made a motion to sponsor the same as last year in the amount of $100. Commissioner Williams seconded the motion. Ayes Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

IML 2023 CONFERENCE

City Clerk Evans told the Council that the 20232 IML Conference registration has opened, and both Evans and Treasurer Foor would like to attend again this year. After a brief discussion, Commissioner Edwards made a motion to approve Evans and Foor to attend the conference. Commissioner Schabbing seconded the motion. Ayes Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

ORDINANCE #1060-06-23 An Ordinance Amending Section 6-71 of the Code of Ordinances Relating to Alcohol Beverages (Amendment to Number of Licenses)

After reviewing the ordinance, Commissioner Williams made a motion to approve the ordinance as presented. Commissioner Edwards seconded the motion. Ayes, Commissioner Williams, Schabbing, Edwards, and Mayor Helm. Nays, none. Motion carried. 4-0.

MUNICIPAL ELECTRICITY AGGREGATION

City Clerk Evans updated the Council on the municipal aggregation for the city. Evans said Good Energy will be requesting bids again to lock in a lower rate. Evans said that the rates MAY be $0.079 for 12-month, $0.081 for 18-months, or $0.083 for24-months. Evans will update the council once their bids are back this fall.

FINANCE, COMMISSIONER SCHABBING

MONTHLY BILLS

After reviewing the bill list, Commissioner Edwards made a motion to pay the monthly bills as presented in the amount of $93,469.15. The motion was seconded by Commissioner Schabbing. Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

PUBLIC PROPERTY, COMMISSIONER

UPDATE ON PROJECTS

Engineer Lee Beckman updated the Council on the current projects. Beckman said that the sewer plant project was only completed on the treatment portion of the plant, and the city should review the storm water system. Beckman also said that a public hearing will be held on July 24th at 6:45 pm for the CDAP Water Grant. The engineering is almost complete regarding the ITEP project, and will be submitted to IDOT. The three meter and cap main is complete, and the remaining bills can be paid to the contractor.

ITEP INVOICE FROM MILANO & GRUNLOH

After reviewing the invoice, Commissioner Edwards made a motion to pay the invoice to Milano & Grunloh in the amount of $17,267.24. Commissioner Williams seconded the motion. Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

CONCRETE BIDS FOR WATER TREATMENT PLANT

Superintendent Durbin gave the council two bids to fill the hole in the water treatment plant where the old equipment was removed. One bid came in at $1900 from Ballinger Concrete Construction and the other was $1780 from TG Concrete. After a brief discussion, Commissioner Edwards made a motion to award the project to Ballinger Concrete for $1900. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.

MUNICIPAL BUILDING SAFETY

Commissioner Schabbing discussed with the Council her concerns about the safety of the municipal building and the public works/police department. Schabbing said she would like to see some additional security in the buildings like locked doors and shatter resistant glass at the windows. After a brief discussion, it was the consensus of the council to gather information on securing the building.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

2023 MFT PROGRAM

Commissioner Edwards said the bid opening for this year’s program is:

Larry Heuerman $235,952.96

NE-CO Asphalt $302,090.25

Earl Walker Co. $231,205.76

After reviewing the bids and discussion, Commissioner Williams made a motion to award the bid to Heuerman for this year’s MFT. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Williams, Schabbing, Edwards, and Mayor Helm. Nays, none. Motion carried. 4-0.

Commissioner Edwards said that he has received a few complaints regarding

East 5th Street being closed. Edwards asked if our employees were closing the road or someone else. It was mentioned that TGM was closing the road when the elevator had the crossing blocked. Commissioner Edwards told the council that he is concerned with the number of trucks using city streets. Edwards mentioned that the weight was too heavy for normal roads, and the council should look at limiting trucks on residential roads.

HEALTH AND SAFETY, COMMISSIONER WILLIAMS CITY-WIDE CLEANUP

Commissioner Williams informed the council that this year’s cleanup will be held on Saturday, September 9th from 7 to 10 a.m. Williams said that they are still working on someone to pick up electronics, metals, and shred papers.

ADJOURNMENT

Commissioner Edwards made a motion to adjourn the meeting at 8:44 p.m. The motion was seconded by Commissioner Williams. Ayes, Commissioner Edwards, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 4-0.
