City of Paris City Council met June 26

City of Paris City Council met June 26.

Here are the minutes provided by the council:

Mayor Smith called the regular meeting of the Paris City Council to order at 5:30 PM. Rich Kash said the opening prayer. Present on roll call were Commissioners Branson, Hasler, Hughes, Ruff and Mayor Smith (Phone).

The Pledge of Allegiance was repeated in unison.

Retirement – Owen Winkler

CITIZEN PARTICIPATION

Representative from ROSC (Recovery-Oriented System of Care) talked a little about what ROSC was and how they help people in all stages of recovery. She asked the Council for permission to hold an event at the West Lake Park in September and to put purple Ribbons on poles and trees for Recovery Month in September. The Council didn’t see a problem with that.

CONSENT AGENDA

1. Commissioner Ruff moved for approval of the Consent Agenda. Commissioner Hasler seconded the motion. Included on the consent agenda was the approval of the minutes of the June 12, 2023 regular meeting, bills previously paid $5,011.87, bills to be paid $403,858.77, salaries $163,085.19 and approval of 5 Sewer Taps and 4 Water Taps. All answered aye on roll call, no nays.

ORDINANCES AND RESOLUTIONS

1. ORDINANCE 13 SERIES 2023 – Ordinance Amending Water and Sewer Service Charges Commissioner Ruff introduced and moved to adopt, Commissioner Branson seconded the motion. All answered aye on roll call, no nays.

2. RESOLUTION Approving Parade for Honeybee Festival. Commissioner Hasler introduced and moved to adopt, Commissioner Ruff seconded the motion. All answered aye on roll call, no nays.

3. RESOLUTION Regarding Temporary Closing of State Right-Of-Way. Commissioner Branson introduced and moved to adopt, Commissioner Ruff seconded the motion. All answered aye on roll call, no nays.

Commissioner Reports

Mayor Smith (Phone):

1. Motion to approve TIF Grant to GW’s Tiger Market for $40,000.00. Mayor Smith introduced and moved to adopt, Commissioner Ruff seconded the motion. All answered aye on roll call, no nays.

Commissioner Branson:

Commissioner Hasler:

1. Motion to approve estimate from Bell & Bell for additional cost of demolition at 104 E Court in the amount of $15,990.00. Commissioner Hasler introduced and moved to adopt, Commissioner Branson seconded the motion. All answered aye on roll call, no nays.

Commissioner Hughes:

1. Informational Only: Resignation of Bethanny Lawson as the new Manager of the Paris Center of Fine Arts.

2. Informational Only: Hiring of Tanner Laughlin as the new Manager and Nancy Zeman as the Assistant Manager of the Paris Center of Fine Arts. Laughlin expressed his excitement about the opportunity and the upcoming events.

Commissioner Ruff:

1. Motion to approve Pay Estimate 2 for Sewer Lining project from Hoerr Construction in the amount of $28,263.22. Commissioner Ruff introduced and moved to adopt, Commissioner Hasler seconded the motion. All answered aye on roll call, no nays.

2. Motion to approve invoice from Joink for the change over to fiber internet and phone lines at the Water Treatment Plant in the amount of $7,822.20. Commissioner Ruff introduced and moved to adopt, Commissioner Branson seconded the motion. All answered aye on roll call, no nays.

3. Motion to approve invoice from Herrington Trucking for repairs to the City’s NAL generator in the amount of $3,416.33. Commissioner Ruff introduced and moved to adopt, Commissioner Hasler seconded the motion. All answered aye on roll call, no nays.

4. Motion to approve invoice from Wabash Valley Motor for inspection and repairs to the Dimminator motor at the North Sewer Plant in the amount of $2,096.92. Commissioner Ruff introduced and moved to adopt, Commissioner Hasler seconded the motion. All answered aye on roll call, no nays.

5. Motion to approve quote from Wabash Valley Motor for 2 new pumps for the Lake Beach House in the amount of $7,378.76. Commissioner Ruff introduced and moved to adopt, Commissioner Branson seconded the motion. All answered aye on roll call, no nays.

6. Motion to approve quote from Certified Balance & Scale for a new scale for the Sewer Treatment Department in the amount of approx. $3,600.00. Commissioner Ruff introduced and moved to adopt, Commissioner Hasler seconded the motion. All answered aye on roll call, no nays.

TREASURER’S REPORT

Treasurer Higginbotham wanted to let the Council know with the change over in how the financial reports are done it might take just a little longer to get them to the Council.

ADMINISTRATOR’S REPORT

Administrator Martin reminded everyone that the Fireworks will be July 4th at dusk.
