Village of Noble Village Council met June 26.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Remote: Carl Klingler.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve June 12, 2023, minutes. Seconded by Paul Summers. All voting Aye.

The bid opening for the construction of the new park restroom will be held on June 29 at 11AM at the Noble Village Hall.

The Freedom Festival will be held on Saturday July 1st in Noble Park.

The Noble Village Hall will be closed Tuesday, July 4.

2 Tents have been reserved for Noble Chowder.

The Appropriation Ordinance will be presented at the next meeting.

Mayor Kessler mentioned a couple of complaints that were received about chickens and a rooster. Chickens are allowed in the village with guidelines (in Village Codebook) of coops, etc. but roosters are not allowed in the village. Letters will be sent out.

Mayor Kessler informed the Board that a house fire happened and with the Fire Dept. using the hydrants it may cause some discoloration of water in the next couple days. There will not be a boil order.

The fiscal 2024 budget was presented. Trustee Ulm inquired and compared last year budget totals. Motion made by Janet Pflaum to approve the 2024 budget as presented. Seconded by Ashley Pipher. Roll Call Vote Taken, All voting Aye. The Board was informed about an email received from Attorney Bart Zuber saying an Appropriation Ordinance of this magnitude and detail is out of his area of expertise. The Village Clerk suggested having Dennis Kapper look over the Appropriation Ordinance and no objection was made.

Trustee O’Dell mentioned a complaint about the trash at the Dollar General store. She checked it out and did not think it was bad. She will keep a watch on the situation.

Trustee Ulm mentioned a culvert (18x24) that my need replaced on Oak St. that the resident had contacted the Village about. Trustee Ulm said the Village has a 16x24 that could be used. No objection made to replace the culvert.

A property owned by Bass on W. Locust St. was mentioned that is needing mowed. Mayor Kessler is attempting to get ahold of the daughter. Mayor Kessler mentioned a couple of complaints that he has handled and one that a letter will be sent to. Mayor Kessler said the property on E. North Ave. had been cleaned up and Trustee Ulm said the time for the permit for building a carport/garage is running out if not already run out.

Motion made by Gary Ulm to convene into executive session at 7:22 p.m. under 2(c)(21) Discussion of board minutes meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. Seconded by Carol O’Dell. All voting Aye.

Reconvened into open session at 7:25 p.m.

Motion made by Carl Klingler for Resolution concerning the Executive Session minutes of October 22, 2022 to open the minutes. Seconded by Paul Summers. Roll Call Vote Taken, All voting Aye.

Motion made by Ashley Pipher to pay bills. Seconded by Janet Pflaum. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:28 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until July 10, 2023, at 7:00 p.m. at the Noble Village Hall.
