City of Flora City Council met June 19.

Here are the minutes provided by the council:

OPENING CEREMONIES

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, City Administrator/Economic Development Director Mike Stanford, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Abbie Orel, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. Two media representatives and three guests were also present.

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Linda Spicer offered the Invocation.

PUBLIC COMMENTS

Amy Allen presented a request on behalf of Clay County Hospital.

A MOTION TO APPROVE CLAY COUNTY HOSPITAL THE USE OF CLAY COUNTY FAIRGROUNDS AT CHARLEY BROWN PARK ON OCTOBER 7, 2023 (CCH CANCER AWARENESS BLOCK PARTY) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

APPROVAL OF AGENDA

CONSENT AGENDA

REGULAR BUSINESS

Commissioner Jeremy Henderson announced that the City will hold a free swim on Tuesday, July 4, 2023 at the Charley Brown Park Swimming Pool.

Commissioner Jim Fehrenbacher thanked the people who have called CSX to request repairs on the railroad crossings.

City Administrator Mike Stanford introduced Morgan Doggett and Heather Neuman, Drew Lane Consultants, who updated Council on the downtown revitalization grant.

Following comments and questions regarding the grant, Stanford presented two ordinances for Council to consider.

A MOTION TO PASS ORDINANCE NO. 23-3274, AN ORDINANCE APPROVING THE BID FOR THE SALE OF 122 NORTH MAIN STREET (STORM BREWING, LLC) IN THE AMOUNT OF $6,500.00 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER HENDERSON.

A MOTION TO PASS ORDINANCE NO. 23-3275, AN ORDINANCE AMENDING ORDINANCE NO. 23-3268 APPROVING AN OPTION AGREEMENT WITH HELLA CORPORATE CENTER USA, INC. WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER.

City Treasurer Abbie Orel stated that because Tyla Knapp is no longer employed by the City, her name needs to be removed as an authorized signer at the banks.

A MOTION TO APPROVE REMOVING TYLA KNAPP AS AN AUTHORIZED SIGNER FOR FINANCIAL INSTITUTIONS WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Superintendent of Public Services Toby Rinehart requested permission to seek bids.

A MOTION TO APPROVE SEEKING BIDS FOR A NEW ROOF AND NEW SIDING FOR THE OLD GAS PLANT AT W. NORTH AVENUE, WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

Abstain None; Absent - None

Rinehart updated Council on the Worthey Street Water Tower project explaining what has been completed and what needs finished, noting a rough completion date of July 4th. He then stated that in mid-July, work on the Industrial Park Water Tower will begin.

CLOSED SESSION

Mayor Slaughter requested a motion to enter into closed session pursuant to:

5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

AT APPROXIMATELY 4:45 P.M., COMMISSIONER WILEY MADE A MOTION TO ENTER INTO CLOSED SESSION; SECONDED BY COMMISSIONER SPICER.

OPEN SESSION

At approximately 4:53 p.m., Council entered back into open session.

ADJOURN

At approximately 4:54 p.m., with no further business to discuss, Mayor Slaughter requested a motion to adjourn.

COMMISSIONER SPICER MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER WILEY. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
