City of Effingham Plan Commission met June 13.

1. Quorum and Approval of May 9, 2023 Minutes: The June 13, 2023, City Plan Commission Meeting was called to order at 6:00 P.M. A quorum was present. On motion by Commissioner Wohltman, seconded by Commissioner Storm, the minutes for the May 9, 2023 meeting were approved by unanimous vote, as presented.

2. Preliminary and Final Plat for Replat of Lots 10 and 11 of Addition “C” to Western Addition to the City of Effingham, Illinois:
Luke Thoele, City Engineer, presented the Preliminary and Final Plat for Replat of Lots 10 and 11 of Addition “C” to Western Addition to the City of Effingham, and recommended approval of the Preliminary and Final Plat as presented, subject to the following:
1. Signatures of the owner and surveyor on Preliminary Plat;
2. Revise Preliminary and Final Plat to show 10’ easement on Grove Avenue and the alley;
3. Show the sanitary sewer on Grove Avenue on the Preliminary Plat;
4. Submission of the Certificate of Platting, mylar of the Final Plat and copies, filing fees, and recording fees; and,
5. Compliance with any additional comments or requirements of City Engineer.
On motion by Commissioner Thies, seconded by Commissioner Hillyer, the Preliminary and Final Plat for Replat of Lots 10 and 11 of Addition “C” to Western Addition to the City of Effingham, was approved by a 8 to 0 vote, subject to compliance with the above-referenced items regarding the Preliminary and Final Plat.

3. Preliminary and Final Plat for Voyles-Utz Subdivision, Effingham, Illinois:
Luke Thoele, City Engineer, presented the Preliminary and Final Plat for Voyles Utz Subdivision, and recommended approval of the Preliminary and Final Plat as presented, subject to the following:
1. Signatures of the owner and surveyor on Preliminary Plat and signature and seal of surveyor on Final Plat;
2. Revise Note 2 on both Preliminary and Final Plats to read: Property has been petitioned for annexation and is proposed to be annexed prior to recording the Plat;
3. Submission of the Certificate of Platting, mylar of the Final Plat and copies, filing fees, and recording fees; and,
4. Compliance with any additional comments or requirements of City Engineer.
On motion by Commissioner Vogel, seconded by Commissioner Storm, the Preliminary and Final Plat for Voyles-Utz Subdivision, was approved by a 8 to 0 vote, subject to compliance with the above-referenced items regarding the Preliminary and Final Plat.

4. Site Plan for Home 2 Suites by Hilton, 1201 N. Raney Street, Effingham, Illinois:
Luke Thoele, City Engineer, presented the Site Plan for Home 2 Suites by Hilton, and recommended approval of the Site Plan, as presented, subject to the following:
1. Approval of Variance for building height by Zoning Board of Appeals;
2. Approval of Storm Water Detention by City Engineer; and,
3. Compliance with any additional comments or requirements of City Engineer.
On motion by Commissioner Vogel, seconded by Commissioner Spruell, the Site Plan for Home 2 Suites by Hilton, was approved by an 8 to 0 vote, as presented, subject to compliance with the above-referenced items regarding the Site Plan.
