City of Tuscola City Council met June 12.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

  • Minutes of May 22, 2023 meeting
  • Payment of bills totaling $497,618.26
  • Final pay request from B&T Drainage for the joint agency water main in the amount of $8,051.56 (included in bill total)
  • Fundraising request from the Kiwanis Club for their Kiwanis Kids Days Collection October 27-28
  • Community Building lease with alcohol for Nathan Bromm for a wedding reception June 23-25, 2023
  • 5K run and route on October 28, for Cure for Vanishing White Matter Disease
  • Sparks in the Park Street closure and 5K run and route on July 8, 2023

Mayor

Mayor Kleiss presented the names for an annual appointment to the Tourism Board. Hoey moved to approve Randy Hastings, Hillard Agency; Drew Hoel, City of Tuscola; Donna Kidwell, Winterberry; Michele Black, First Federal; Devon Flesor Story, Flesor's Candy Kitchen; and Bill Hill to the Tuscola Tourism Board serving June 1, 2023 - May 31, 2024. Day seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

City Clerk - No Report

City Treasurer - No Report

City Attorney - Absent

City Administrator

Administrator Hoel reported the company repairing the pool pump is waiting on one final piece before the pump will be ready to use. The company will give three days' notice so city crews can begin filling the pool.

Ordinances

Slaughter moved to approve ordinance 2023-0-6, an ordinance declaring a 2015 black Chevy Impala squad car as surplus property and authorizing the sale of the same. Morris seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Resolutions

1. Hoey moved to approve resolution 2023-R-2, a resolution concerning the review and release of Executive Session minutes and the destruction of Executive Session audio recordings. Slaughter seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

2. Rund moved to approve the annual IDOT resolution for maintenance, appropriating up to $80,100, for construction and engineering on the oil and chip work. Day seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Contracts and Agreements

Day moved to approve the maintenance engineering agreement with Jim Crane, P.E., for preliminary engineering, bidding process, and inspection of the oil and chip project at base fee and standard percentage rate. Morris seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Administrator Hoel went over the bids received in the second round of bidding combining the street shed, firing range, and fire station. Hoel stated two bids were received. He believes this was a competitive bid environment and the bids are accurate. Hoel went on to say, the budget was set at $2,000,000; however, costs are still increasing and are unpredictable. Hoel added he recommends awarding the low bid of $3,443,409, stating the city does have funds on hand to complete the project without borrowing. Hoel believes this bid represents what we need in all three departments. After some discussion and questions, Hoey moved to approve the bid results for the fire station and maintenance building and award the contract to Wohltman Construction, Effingham, Illinois, in the total amount of $3,443,409. Base bid of $2,995,000 plus addendums G-3 (deduction of $16,200 on shooting range walls) and G-4 (additional $464,609 for fire station training room). Morris seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Other

Slaughter moved to approve the permit submitted by American Patriot Pyro, Inc., for a supervised public pyrotechnics display for Sparks in the Park on July 8, 2023. Waldrop seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

The draft appropriations ordinance is available for public review and comment at City Hall and on the website. Appropriations set the absolute spending limit and are purposely high, Treasurer Long stated. Notice will be published in the newspaper and a hearing will be held prior to the July 10 council meeting.

Mayor Kleiss reminded all to be sure and stop by City Hall on Thursday, June 15 to wish Angie Gordon a Happy Retirement!
