City of Flora City Council met June 5

City of Flora City Council met June 5.

Here are the minutes provided by the council:

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher. 

Others in attendance were City Attorney Bob Coble, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Abbie Orel, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. One media representative and a few guests were also present. City Administrator/Economic Development Director Mike Stanford was absent. 

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation. 

PUBLIC COMMENTS 

Lisa Erbacher presented a request to use Charley Brown Park. 

A MOTION TO APPROVE LISA ERBACHER THE USE OF CHARLEY BROWN PARK ON JULY 4, 2023 (ALL AMERICAN BOY AND GIRL CONTEST) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

APPROVAL OF AGENDA 

A MOTION TO APPROVE THE AGENDA FOR THE JUNE 5, 2023 REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

No - None

Mayor Slaughter and Commissioner Wiley thanked Lisa for her work. 

CONSENT AGENDA 

The following items were listed under the Consent Agenda: 

APPROVE SCHEDULE OF BILLS FOR PERIOD ENDING JUNE 1, 2023 APPROVE REGULAR COUNCIL MEETING MINUTES OF MAY 15, 2023 

A MOTION TO APPROVE THE CONSENT AGENDA WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY.

REGULAR BUSINESS 

Mayor Rick Slaughter acknowledged Lee Beckman with Milano & Grunloh Engineers, who briefly updated Council and fielded questions on various current grants he is working on for the City, as well as potential grants. 

Slaughter stated that the City has a position open for a clerk, noting the details and application form are available on the City website. 

Slaughter presented an ordinance relating to the Industrial Commission. 

A MOTION TO PASS ORDINANCE NO. 23-3273, AN ORDINANCE AMENDING TITLE 2, CHAPTER 4, SECTION 3 (INDUSTRIAL COMMISSION) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER. 

➢ Vote: Yes - Slaughter, Spicer, Wiley, Fehrenbacher 

No - Henderson 

Abstain - None; Absent - None 

Commissioner Linda Spicer commented on how nice the park looked for Memorial Day weekend and thanked Chad Bayles and the park crew for their work. 

Commissioner Jeremy Henderson noted that the Memorial Day Service went well and the cemetery looked good. 

Commissioner Jim Fehrenbacher requested approval for a resolution regarding the oil and chipping of roads. 

A MOTION TO PASS A RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE (ILLINOIS DEPARTMENT OF TRANSPORTATION - $57,000.00) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

No - None 

Abstain - None; Absent - None 

Fehrenbacher mentioned that the railroad crossings in town are pretty rough, however, the City is not able to make any repairs to them. Fehrenbacher encouraged residents to call CSX with any concerns and noted contact information will be placed on the City website. 

City Attorney Bob Coble presented several items for Council consideration in the absence of City Administrator/Economic Development Director Mike Stanford. Following a few comments, all items were approved. 

A MOTION TO PASS A RESOLUTION APPROVING A LETTER AGREEMENT FOR THE CATERPILLAR DIESEL GENERATOR MAINTENANCE WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

No - None

A MOTION TO PASS ORDINANCE NO. 23-3270, AN ORDINANCE APPROVING A GRANT WRITING SERVICES AGREEMENT WITH SCIRPDC (SOUTH CENTRAL ILLINOIS REGIONAL PLANNING AND DEVELOPMENT COMMISSION) FOR THE STRONG COMMUNITIES GRANT PROGRAM ($1,500.00) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER. > Vote: Yes - Slaughter, Spicer, Wiley, Fehrenbacher 

No - Henderson

A MOTION TO PASS ORDINANCE NO. 23-3271, AN ORDINANCE OF THE CITY OF FLORA, CLAY COUNTY, ILLINOIS CONCERNING THE RECDS INTERMEDIARY RELENDING PROGRAM AND A LOAN THEREUNDER TO BE MADE TO MICHAEL R. PERSINGER, AUTHORIZING SUCH LOAN AND THE RELATED LOAN DOCUMENTS AND RELATED MATTERS ($51,000.00) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Chief of Police Guye Durre presented an ordinance regarding surplus property. 

A MOTION TO PASS ORDINANCE NO. 23-3272, AN ORDINANCE SEEKING BIDS FOR SURPLUS PROPERTY (POLICE VEHICLE – 2014 CHEVROLET TAHOE) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

City Clerk Becky Burgess requested approval of minutes. 

A MOTION TO APPROVE CLOSED SESSION MINUTES OF MAY 15, 2023 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER HENDERSON.

Superintendent of Public Services Toby Rinehart presented a new hire to Council. Commissioner Henderson questioned if this had been voted on at the previous meeting. It was noted that it had been, however, there is now an official start date. 

A MOTION TO APPROVE THE HIRING OF TRENTON BROWN AS 3RD SHIFT WASTE WATER TREATMENT PLANT OPERATOR (EFFECTIVE JUNE 6, 2023 – $30.62 PER HOUR, PER IBEW CONTRACT) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY. 

➢ Vote: Yes - Slaughter, Spicer, Henderson, Wiley, Fehrenbacher 

No - None 

Abstain - None; Absent - None 

Building and Zoning Official Chad Bayles announced that the Flora Swimming Pool is open and attendance has been very good.
