Village of Noble Village Council met May 22.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Gary Ulm, Janet Pflaum and Carol O’Dell. Remote: Carl Klingler. Absent: Paul Summers and Jana Baker.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Gary Ulm to approve May 8, 2023, minutes. Seconded by Carol O’Dell. All voting Aye.

The Village Hall will be closed Monday, May 29 for Memorial Day.

Committees will remain the same.

Mayor Kessler informed the Trustees that he received the resignation of Jana Baker from the Village Board due to health reasons. Mayor Kessler has talked with one person and has a couple others in mind. He mentioned if others know of someone that wants to become a board member to have them get in touch with him.

The Village Clerk mentioned an event that the Lions Club is sponsoring and has provided insurance for and questioned individual vendors needing to provide insurance also. The Village Clerk had talked with the Clerk for the City of Olney and was informed they accept the insurance from the organization and do not require individual coverage from each vendor. The Village Clerk, with no objection from the Board, would accept the Noble Lions Club insurance and not require vendors to provide coverage. No objection made.

The Village received quotes from Miller Time Tree Service and Wayne’s Tree Service for removal of 6 trees (previously mentioned at the last meeting). Miller’s was for 6 trees, down and cleanup for $8,000.00 and Wayne’s was for cut 6 trees and cleanup and grind stumps and level the debris for $7,500.00. Motion made by Carol O’Dell to accept quote from Wayne’s Tree Service for $7,500.00 for removal, grind stumps, cleanup, and level debris. Seconded by Janet Pflaum. All voting Aye.

Mayor Kessler mentioned the Civility Pledge and upon discussion, no action was taken.

Trustee O’Dell mentioned a couple ladies had talked to her about changing the date of the Village garage sales to make it prior to the cleanup in the village. The Village has signs with the date/time frame and so the Village Clerk will try to schedule the Village cleanup the week after the garage sale dates.

Trustee O’Dell inquired about the speed limit in front of the Noble Store and was told it is 30mph. Trustee Klingler said it is not a Board decision to change the speed limit. No action taken.

Trustee O’Dell asked if she would need permission to plant trees on village property and Mayor Kessler said yes, she would need permission.

Motion made by Carol O’Dell to pay bills. Seconded by Janet Pflaum. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:23 p.m. Seconded by Janet Pflaum. All voting Aye.

Meeting adjourned until June 12, 2023, at 7:00 p.m. at the Noble Village Hall.
