Village of Noble Village Board met May 8.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Karen Totten, Tresa Hundley, Gary Ulm, Janet Pflaum and Carol O’Dell. Remote: Carl Klingler. Absent: Paul Summers and Jana Baker.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve April 27, 2023, minutes. Seconded by Janet Pflaum. All voting Aye.

Treasurer and Cash in Bank reports as of end of April were presented. Trustee O’Dell questioned negative figures and was informed that these were from 2 utility billings in April due to the new fiscal year and having to delay in creating new fiscal year in Locis. Motion made by Janet Pflaum to approve the Treasurer’s Report as presented. Seconded by Gary Ulm. All voting Aye.

The Board was asked to turn in any projects for the budget for the new fiscal year.

Noble Village wide Garage Sales is scheduled for May 20.

The Village Hall will be closed Monday, May 29 for Memorial Day.

The Village is asking all water customers to please return Cross Connection Survey.

Mayor Kessler mentioned the sewer issue on E. South Ave. had been sent to Ameren and additional pictures had been requested. Mayor Kessler commented that if Ameren did not pay, village may need to pay and/or send to the village insurance. No further update.

Trustees were given an email from Village Attorney, Zuber giving an update on the nuisance for 144 W. North Ave. Next court date is June 13, 2023. Trustee O’Dell mentioned a trailer on W. Cherry St. that the door is falling off and condition. Mayor Kessler wanted to continue to take care of the present nuisance before starting another.

The Village received a Thank you card from Larry Heuerman family.

The electric work for the 2-50 amp electrical outlets and breaks in Noble Park had been installed. Mayor Kessler is in contact with Abby at Rural Development for a possible grant for a storm siren.

Mayor Kessler mentioned 2 dead Ash trees on W. Walnut St. and 2 dead trees on S. Noble Ave. This will be placed on the next agenda.

Mayor Kessler mentioned the water hydrant had been installed in Noble Park.

Motion made by Gary Ulm to retain Charleston Engineering and Kapper Company for the new fiscal year. Seconded by Carol O’Dell. All voting Aye.

Mayor Kessler mentioned Village Committees remaining the same and/or changing. He will be looking over and possibly making some changes. This will be placed on the next agenda.

A third cleanup in the village was discussed, Republic quoted about $800.00 for this. Mayor Kessler mentioned a dumpster being placed where residents could dump stuff. Also having village employees moving the dumpsters at the shop into an area for residents to use for a day was mentioned. Trustee Klingler mentioned contacting the county to do something and Mayor Kessler said he would contact county. The current contract will be renewed at the end of this year or the beginning of next year. This matter will be discussed at the time the contract is renewed.

Motion made by Carol O’Dell to pay bills. Seconded by Janet Pflaum. All voting Aye.

Meeting adjourned until May 22, 2023, at 7:00 p.m. at the Noble Village Hall.
