City of Flora City Council met May 1.

Here are the minutes provided by the council:

OPENING CEREMONIES

At 4:30 p.m., Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Mike Genthe, Commissioner Phil Wiley, Commissioner Linda Spicer and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, City Administrator/Economic Development Director Mike Stanford, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Abbie Orel, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. Two media representatives and several guests were also present.

Mayor Rick Slaughter led the Pledge of Allegiance and Chief of Police Guye Durre offered the Invocation.

PUBLIC COMMENTS - None

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE MAY 1, 2023 [SESSION 1] REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

Vote: Yes - Slaughter, Genthe, Wiley, Spicer, Fehrenbacher

No - None

Abstain - None; Absent - None

CONSENT AGENDA

The following items were listed under the Consent Agenda:

APPROVE MINUTES OF THE CITY COUNCIL REGULAR MEETING OF APRIL 17, 2023

APPROVE SCHEDULE OF BILLS FOR PERIOD ENDING APRIL 27, 2023

A MOTION TO APPROVE THE CONSENT AGENDA WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER FEHRENBACHER.

REGULAR BUSINESS

Mayor Rick Slaughter stated that he appreciated Commissioner Mike Genthe's service to the City and wished him well.

Slaughter presented a rate increase for water, stating that Gateway Regional Water Company increased their rates in March of 2023. Slaughter noted that there will be a 3% increase on the June 2023 utility bill, with the average customer seeing an increase of approximately $2.72 per month.

A MOTION TO PASS ORDINANCE NO. 23-3260, AN ORDINANCE AMENDING THE WATER AND SEWER RATES – TITLE 8, CHAPTER 3 - SECTION 2(J) AND SECTION 2(L), WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

Vote: Yes - Slaughter, Genthe, Wiley, Spicer, Fehrenbacher

No - None

Abstain - None; Absent - None

Commissioner Mike Genthe presented a request to use Charley Brown Park.

A MOTION TO APPROVE THE CLAY COUNTY CRUISERS CAR CLUB TO USE CHARLEY BROWN PARK ON JULY 22, 2023 (RAIN DATE JULY 29, 2023) FOR THEIR 19TH ANNUAL CAR AND TRUCK SHOW WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

Vote: Yes - Slaughter, Wiley, Spicer, Fehrenbacher

No - None

Abstain - Genthe; Absent - None

Genthe then took the time to thank everyone, noting that it was an honor to serve as Commissioner and wished everyone continued success. Genthe stated that it was a pleasure working with everyone.

Council Members thanked Mr. Genthe for his service.

ADJOURN

At approximately 4:34 p.m., with no further business to discuss, Mayor Slaughter requested a motion to adjourn.

COMMISSIONER SPICER MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER WILEY. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
