City of Flora City Council met May 1.

Here are the minutes provided by the council:

Following Session 1 of the City of Flora Regular City Council Meeting, City Clerk Becky Burgess administered the Oaths of Office to Mayor Rick Slaughter, as wife Sharon held the Bible; Commissioner Linda Spicer, as husband Steve held the Bible; Commissioner Jeremy Henderson, as wife Sarah held the Bible; Commissioner Phil Wiley as City Clerk Becky held the Bible; and Commissioner Jim Fehrenbacher, as wife Jill held the Bible. Several friends and family members were present to witness and celebrate.

OPENING CEREMONIES

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, City Administrator/Economic Development Director Mike Stanford, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Abbie Orel, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. Two media representatives and several guests were also present.

A MOTION TO REAPPOINT MARALEE JOHNSON, ROBBIN DICKEY AND JOE MCCOY TO THE FLORA PUBLIC LIBRARY BOARD (3-YEAR TERM TO EXPIRE MAY OF 2026) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY.

Commissioner Linda Spicer welcomed Commissioner Jeremy Henderson.

Commissioner Jeremy Henderson questioned the status of the downtown grant, as well as the status of the Operator opening at the Wastewater Treatment Plant. City Administrator Mike Stanford addressed the questions with details on both projects, outlining what has been completed and the plans/timeline for the next steps. Henderson thanked the citizens for their support.

Commissioner Phil Wiley welcomed Commissioner Jeremy Henderson. Wiley then mentioned the new benches and trash receptables that have been placed downtown, noting how nice they look and encouraged businesses to participate in making the downtown look nice.

Commissioner Jim Fehrenbacher welcomed Commissioner Jeremy Henderson. Fehrenbacher took the time to also acknowledge the addition of the downtime bench new downtown benches and trash receptables.

City Administrator Mike Stanford welcomed Commissioner Jeremy Henderson and stated that he looks forward to working with him. Stanford then presented an ordinance awarding a bid.

A MOTION TO PASS ORDINANCE NO. 23-3262, AN ORDINANCE AWARDING A BID FOR THE DOWNTOWN PARKING LOT (LUTTRELL BACKHOE, INC. IN THE AMOUNT OF $165,443.10) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Superintendent of Public Services Toby Rinehart brought forth a personnel request.

A MOTION TO TRANSFER AARON WILLIAMS FROM A STREET LABORER ($26.82 PER HOUR) TO A STREET OPERATOR ($31.60 PER HOUR) WITH AN EFFECTIVE DATE OF APRIL 19, 2023, WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY.

Building & Zoning Official Chad Bayles presented an agreement with Tropical Treats.

A MOTION TO PASS ORDINANCE NO. 23-3261, AN ORDINANCE APPROVING THE LEASE AGREEMENT BY AND BETWEEN THE CITY OF FLORA, ILLINOIS AND FRANK LUSK AND KIM LUSK-TROPICAL TREATS WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

At approximately 4:50 p.m., with no further business to discuss, Mayor Slaughter requested a motion to adjourn.

COMMISSIONER FEHRENBACHER MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER WILEY. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
