City of Arcola City Council met April 17

City of Arcola City Council met April 17.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Garza, Becerra, Foran, Hensley and Smith. Alderman Budd was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE

Alderman Garza led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT

Sharylynn Kibler stated she will have Proclamation for Motorcycle Awareness Month for next council meeting. Commented on potholes in town and she is in process of getting signatures required for Special Use Permit for campground.

APPROVAL OF APRIL 03, 2023 COUNCIL MEETING MINUTES

Alderman Garza moved to approve the April 03, 2023 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF APRIL 01, 2023 THROUGH APRIL 14, 2023 BILLS

Alderman Smith moved to approve the April 01, 2023 – April 14, 2023 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TOURISM ADVISORY COMMITTEE

The Tourism Advisory Committee met April 06th, reviewed and recommended the council approve a request from the Arcola Chamber of Commerce for funds in amount of $48,500 for local promotional content and 12 month marketing campaign and a request from Green Mill Village/Best Western for advertising previously done in amount of $26,637.44. Alderman Foran moved to accept the recommendation of the Tourism Advisory Committee and was seconded by Alderman Garza. Roll call vote, all ayes, motion carried.

CONSIDER AND APPROVE PAY REQUEST NO. 1 RLF CLOSEOUT – ARCOLA AVENUE FORCE MAIN REPLACEMENT – B & T DRAINAGE $223,262.71

Alderman Foran moved to approve Pay Request No. 1 RLF Closeout – Arcola Avenue Force Main Replacement in amount of $23,262.71 to B & T Drainage. Alderman Becerra seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 23-Z-2, AN ORDINANCE AMENDING THE CLASSIFICATION OF ZONING FOR 618 S CHESTNUT (PARCEL NO. 011409214005) FROM R-4 TO B-1

Alderman Becerra moved to approve Ordinance 23-Z-2 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 23-C-1, AN ORDINANCE AMENDING CHAPTER 2 OF THE ARCOLA MUNICIPAL CODE – RESIDENCE REQUIREMENTS FOR CITY EMPLOYEES

Alderman Hensley moved to approve Ordinance No. 23-C-1 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE AMENDING THE EMPLOYEE HANDBOOK – RESIDENCE REQUIREMENTS

Alderman Becerra moved to approve amending the employee handbook regarding residence requirements and was seconded by Alderman Garza. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE COLA SALARY INCREASES FOR ARCOLA POLICE DEPARTMENT

Alderman Smith moved to approve COLA salary increases for Arcola Police Department at a variable rate, excluding probationary officers. Alderman Becerra seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE COLA SALARY INCREASES FOR FULL AND PART-TIME EMPLOYEES

Alderman Hensley moved to approve COLA salary increases for full and part-time employees in amounts of $1.00 for full- time and $ 0.50 for part-time employees. Alderman Garza seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE FY 24 BUDGET

Alderman Hensley moved to approve the FY24 budget as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Garza Had nothing at this time.

Alderman Becerra Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderman Hensley Reported the Budget & Finance Committee met prior to this meeting and discussed the budget for

2023-2024, scheduling fireworks for July 02nd,

COLA increases and got a project update from Bill.

Alderman Smith Had nothing at this time.

Mayor Garza thanked Alderman Smith for his 8 years of service on the council.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Garza. Roll call vote, all ayes. Motion carried.
