2.1 FY24 Budget Public Hearing - City Administrator Miller

Mayor Schutzbach opened the public hearing at 5:00PM.

City Administrator Miller conducted a public hearing on the proposed FY24 Budget. There were no comments from the public or Council.

The FY24 Budget Public Hearing was closed at 5:01PM.

5. ORDINANCES/RESOLUTIONS - ACTION ITEMS

5.1 Ordinance No. 013-2023, An Ordinance Annexing Territory to the City of Effingham, Illinois (Hetzel Trucking – 304 W. Airport Road) - City Planner Koester

City Planner Koester stated this ordinance annexes the Hetzel Trucking Facility to the City of Effingham. It also provides for payment of $668.25 to the Watson Fire Protection District in accordance with 70 ILCS 705/20(a). The petition for annexation and affidavit of service for notification of Watson Fire Protection District are attached to the ordinance.

Motion to pass by Commissioner Stephens, second by Commissioner Moeller Final Resolution: Motion Carried. 5-0

5.2 Resolution No. 036-2023, A Resolution Authorizing Execution of Inter-Governmental Grant Agreement with The State of Illinois, Department of Commerce and Economic Opportunity - Director of Public Works Heuerman

Public Works Director Heuerman stated this resolution authorizes execution of an Inter Governmental Grant Agreement to allocate $200,000 of grant funds for the construction of the Ford Avenue Extension Phase IA Project. After grant funds are exhausted, the City's Motor Fuel Tax Funds will be utilized to cover the remaining portion of the project.

Motion to adopt by Commissioner Moeller, second by Commissioner Micenheimer Final Resolution: Motion Carried. 5-0

7. DISCUSSION

7.1 Ordinance No. 012-2023, An Ordinance to Adopt the Annual Operating Budget for the City of Effingham, Illinois for Fiscal Year 2024 Beginning May 1, 2023, and Ending April 30, 2024 - City Administrator Miller

City Administrator Miller stated this ordinance establishes the operating budget for fiscal year 2024.

There were no objections to bring this item back to a future City Council Meeting.

7.2 Resolution No. 035-2023, A Resolution Establishing a 5-Year Capital Improvements Plan for the Period of FY24-FY28 Inclusive - City Administrator Miller

City Administrator Miller stated this resolution establishes the Capital Improvement Plan (CIP) and Maintenance Improvement Plan (MIP) for the fiscal year 2023-2024.

There were no objections to bring this item back to a future City Council Meeting.

7.3 Ordinance No. 014-2023, An Ordinance Amending Section 16-66, Chapter XVI of the Municipal Code of the City of Effingham (Stop Sign - West Evergreen Avenue and North Fourth Street) - Director of Public Works Heuerman

Public Works Director Heuerman stated this ordinance recommends the use of stop signs along West Evergreen Avenue at the intersection of North Fourth Street.

There were no objections to bring this item back to a future City Council Meeting.

7.4 Resolution No. 033-2023, A Resolution Authorizing the Acceptance of a Quote for the Purchase of Reporting and Responding Software Suite - Fire Chief Yochum

Fire Chief Yochum stated this resolution authorizes the purchase of fire incident reporting software in the amount of $18,950.00 to include fire incident responding, fire inspections, fire pre-plans, and community outreach.

There were no objections to bring this item back to a future City Council Meeting.

7.5 Resolution No. 036-2023, A Resolution Authorizing an Agreement with Kemper CPA Group, LLP for Audit Services - Deputy City Administrator Presley

Deputy City Administrator Presley stated this resolution authorizes the execution of an agreement with Kemper CPA, LLP for audit services over a three (3) fiscal year period.

There were no objections to bring this item back to a future City Council Meeting.

Tourism Director Thoele presented a potential road closure that would need to be approved at the next meeting due to late submission. There were no objections to bring the road closure back to the next meeting for formal approval.
