City of Flora City Council met April 3.

Here are the minutes provided by the council:

OPENING CEREMONIES

At 4:30 p.m., Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Mike Genthe, Commissioner Phil Wiley, Commissioner Linda Spicer and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, City Administrator/Economic Development Director Mike Stanford, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Abbie Orel, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. Two media representatives and one guest were also in attendance.

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Linda Spicer offered the Invocation.

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE APRIL 3, 2023 REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

No - None

CONSENT AGENDA

The following items were listed under the Consent Agenda:

. APPROVE REQUEST FROM FLORA LEGION RIDERS POST 14 TO USE CHARLEY BROWN PARK ON SEPTEMBER 2^° AND 3^°, 2023 (LEGION RIDER JAMBOREE)

Mayor Rick Slaughter stated that he had signed a proclamation announcing that April 9**^ through April is Public Safety Telecommunicators Week. Slaughter thanked the following Telecommunicators who work for the City of Flora: Jennifer Brown (23 years of service); Michael Dickerson (13 years of service); Nancy Dehart (4 years of service); William Laughlin (2 years of service); and Jeffrey Murphy (hired last month).

Next Slaughter announced that April is Sexual Assault Awareness Month and that he had signed a proclamation to help create awareness.

The last thing Slaughter explained was that he would like to start a program where the City presents a Student Citizen Award at Flora High School. This would be a monthly award and Mr. Pearce and Ms. Massie would choose the individual based upon their involvement in the community. The selected student would receive gift cards in the amount of $150 for free lunches at businesses in our Community. In exchange for the gift cards, a utility credit would be given to the local business for the same amount as their gift card. A student will be recognized in April and another in May of this school year. Continuation of the program in 2023-2024 will be determined at a later date.

A MOTION TO APPROVE EXCHANGING UTILITY CREDITS FOR GIFT CARDS FOR THE FLORA HIGH SCHOOL STUDENT CITIZEN AWARD PROGRAM WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

Commissioner Phil Wiley reminded residents to be prepared during the spring stormy weather and encouraged everyone to have a safety plan in place.

City Administrator/Economic Development Director Mike Stanford acknowledged Lee Beckman with Milano & Grunloh. Mr. Beckman updated Council briefly on various current grants, as well as potential grants.

Stanford then requested Council to consider selling the old City Hall.

A MOTION TO PASS ORDINANCE NO. 23-3253, AN ORDINANCE APPROVING THE SALE OF 122 N. MAIN STREET - OLD CITY HALL, WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER WILEY.

No - None

Abstain - None; Absent - None

Lastly, Stanford thanked Council for allowing him to attend an IMEA Meeting in Springfield with Attorney Bob Coble. Stanford noted that he was given a tour, noting that he was very impressed with the amazing facility.

Chief of Police Guye Durre applauded his dispatchers noting that they have a very tough job and though they are behind-the-scenes, they are truly a huge asset to the City. Durre thanked the Mayor for the proclamation that was presented.

City Clerk Becky Burgess presented Closed Session Minutes for approval.

ADJOURN

At approximately 4:45 p.m., with no further business to discuss. Mayor Slaughter requested a motion to adjourn.

COMMISSIONER SPICER MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER WILEY. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
