City of Olney Board of Fire & Police Commissioners met March 27.

Here are the minutes provided by the board:

AGENDA #1 “CALL TO ORDER” The special meeting of the Board of Fire & Police Commissioners was called to order at 4:00 p.m. by Larry Knowlton in the Council Chambers at the Olney City Hall.

AGENDA #2 “ROLL CALL” The following members were present: Larry Knowlton, and Brandt Patterson. Julie Hearring was absent. Also present was Secretary Kelsie Sterchi

AGENDA #3 “APPROVE MINUTES FROM FEBRUARY 15, 2023, & MARCH 6, 2023” Mr. Patterson moved to approve minutes from February 15, 2023, and March 6, 2023, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried.

AGENDA #4 “CLOSED SESSION: APPOINTMENT OR EMPLOYMENT OF SPECIFIC EMPLOYEES” Mr. Patterson moved to enter into closed session to discuss the appointment or employment of specific employees, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried and all in attendance entered into closed session at 4:01 p.m.

AGENDA #5 “DISCUSSION/POSSIBLE ACTION: HIRE OF PATROL OFFICER” Mr. Patterson moved to return to open session, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried. Open session resumed at 4:07 p.m.

The new, final eligibility list had been signed by Mr. Knowlton and Mr. Patterson. The first candidate on the list, Alexander Larch, was not yet the age of 21 and, therefore was not yet eligible for hire. The second candidate on the list was Logan Muston.

Before creating the final eligibility list, candidates were given the opportunity to submit for veteran’s or educational preference points. No preference point requests had been submitted.

One option for educational preference points included an Associate’s Degree in the field of Law Enforcement, Criminal Justice, Fire Service, or Emergency Medical Services. Mrs. Sterchi requested more detail from the City Attorney regarding this provision. A candidate had an Associate’s of Arts Degree with a “focus” on Criminal Justice. The City Attorney advised that a “focus” on Criminal Justice within an Associate’s of Arts Degree was not grounds enough to qualify for the educational preference points. According to Olney Central College, an Associate in Applied Science would be more appropriate for consideration. An Associate’s of Arts Degree offered general education courses.

Based on document review and discussion from closed session, Mr. Patterson moved to offer the position of Patrol Officer to applicant Logan Muston, seconded by Mr. Knowlton. A unanimous voice vote was received. The motion carried.

If all went according to plan, Mr. Muston could attend the upcoming Academy set to begin May 2, 2023.

AGENDA #6 “PUBLIC COMMENTS & PRESENTATIONS” No one from the public was present.

AGENDA #7 “ADJOURN” Mr. Patterson moved to adjourn, seconded by Mr. Knowlton. A unanimous voice vote was received. The meeting adjourned at 4:08 p.m.
