Village of Noble Village Board met March 27.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Tresa Hundley, Paul Summer, Gary Ulm, Janet Pflaum and Jana Baker. Remote: Carl Klingler and Carol O’Dell. Absent Brad Kessler. Guest Troy Thomas.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Jana Baker to appoint Gary Ulm as President Pro-Tem in the absence of Mayor Kessler. Seconded by Janet Pflaum. All voting Aye.

Motion made by Jana Baker to approve March 13, 2023, minutes. Seconded by Carol O’Dell. All voting Aye.

Troy Thomas asked the Board to look into standing water between his property and the residence east of him. He said it was due to the culvert sitting too high, after the sidewalk was put in by the Village. He suggested lifting the sidewalk, dig up the PVC and lower it and put sidewalk back. He also mentioned the ditch east of his needs trenched (get grass out). Trustee Ulm will get with the Village employees, look at it and bring recommendations to the next meeting. Trustee Klingler said the sidewalk was not cut and didn’t think a section could be picked up without tearing it up.

The Village Clerk informed the Board that the 2 nuisances that the Village recently sent out letters to have been cleaned up. Attorney Zuber has sent out tickets for the nuisance at 144 W. North Ave. and a court date is scheduled for May 2. Trustee Baker inquired if a letter had been sent out for the trailers that were mentioned at the previous meeting and was told no letters were mailed. Trustee Ulm commented to wait and see what comes out of the current nuisance situation before moving ahead with further matters.

Board was asked to turn in any projects for the budget for the new fiscal year. Election will be held April 4 where there will be 3 Village Trustees on the ballot. The Village Hall will be closed at Noon on April 7 for Good Friday.

The Easter Egg Hunt will be held in the Noble Park on April 8 at 2p.m.

Village will be flushing hydrants on April 13 & 14.

A Cleanup is scheduled in the Village on April 26.

Board was informed that Mayor Kessler had called Dan’s Electric, Iffert’s Electric and Jim Meritt to get quotes for the electrical work the village wants done in the Noble Park. Quotes should be presented at the next meeting.

Mayor Kessler will inform the Board of a sewer issue on E. South Ave. at the next meeting. Trustee Ulm thought it may be about Ameren possibly hitting a village line.

Board was informed that Village employee, Leroy Stallard had passed his water test. Trustee Baker asked if he will be taking the sewer test. Matter will be put on next agenda.

Resolution and estimate of Maintenance for MFT program to oil and chip all East and West Streets in the Village was presented at total estimate of $59,968.50. Motion made by Paul Summers to approve the Resolution and Estimate of Maintenance for oil and chipping streets at a cost of $59,968.50 (MFT $15,000.00 and General $44,968.50). Seconded by Janet Pflaum. Roll Call Vote Taken, All voting Aye.

Motion made by Jana Baker to provide porta pots and wash station for the Freedom Festival on July 1, 2023. Seconded by Paul Summers. Roll Call Vote Taken, All voting Aye.

Motion made by Jana Baker to approve having a hydrant placed in the Noble Park according to Nettleton Plumbing’s quote at a cost of $1,550.00. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.

Trustee Ulm informed the Board the Zoning Board had received 2 requests for a lean-too and shed and the resident upon paying for the permits asked what the money would be used for. Zoning funds are deposited into General Fund and used for various expenditures.

Uniform contract will be put on the next agenda.

Motion made by Paul Summers to pay bills. Seconded by Janet Pflaum. Roll Call Vote Taken, All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:30 p.m. Seconded by Jana Baker. All voting Aye.

Meeting adjourned until April 10, 2023, at 7:00 p.m. at the Noble Village Hall.
