3. PRESENTATIONS

3.1 Introduction of New Hires - Public Works Maintenance Workers - Public Works Director Heuerman

Public Works Director Heuerman introduced newly-hired Public Works Maintenance Workers Clark Bigard, Alex Reisner, and Brad Nott to the Council.

4. ORDINANCES/RESOLUTIONS - ACTION ITEMS

4.1 Resolution No. 027-2023, A Resolution Authorizing Use of the American Rescue Plan Act (ARPA) Funds for Public Safety - City Administrator Miller

City Administrator Miller stated this resolution obligates the City's ARPA funds ($1,702,555.07) for certain equipment and vehicle purchases over three fiscal years.

Motion to adopt by Commissioner Stephens, second by Commissioner Gillenwater Final Resolution: Motion Carried. 5-0

4.2 Resolution No. 031-2023, A Resolution Amending the City of Effingham Fund Balance Policy - City Administrator Miller

City Administrator Miller stated this amendment eliminates anticipated grant funds to be included within the contingency and undesignated fund balances.

Motion to adopt by Commissioner Moeller, second by Commissioner Micenheimer Final Resolution: Motion Carried. 5-0

4.3 Resolution No. 034-2023, A Resolution Authorizing Acceptance of Quote from Robert Simmons for the Demolition of 713 S. Park St. - Building Official Roedl

Building Official Roedl stated this resolution accepts a proposal from Robert Simmons, LLC in the amount of $13,250 for demolition of 713 S. Park Street Effingham, Illinois.

Motion to adopt by Commissioner Micenheimer, second by Commissioner Moeller Final Resolution: Motion Carried. 5-0

6. DISCUSSION

6.1 Ordinance No. 010-2023, An Ordinance Amending Section 2-5 of the Municipal Code of the City of Effingham, Illinois (Purchase Policy and Procedures) - Deputy City Administrator Presley

Deputy City Administrator Presley stated this ordinance amends the Purchase Policy and Procedures, primarily with regard to the monetary thresholds for requiring pre-approvals for quotes for purchases.

There were no objections to bring this item back to a future City Council Meeting.

6.2 Ordinance No. 011-2023, An Ordinance Establishing Pay Ranges for the Various Non Union Salaried and Hourly Positions Within the Service of the City for Fiscal Year 2023- 2024 - City Administrator Miller

City Administrator Miller stated this ordinance establishes the cost of living increases for non-union employees. The proposed increase is four percent (4%), which is identical to the union contracts previously negotiated.

There were no objections to bring this item back to a future City Council Meeting. 7. QUARTERLY REPORTS

Tourism Director Thoele noted the upcoming Restaurant Week.

8.3 Public Participation

Kevin Mendenhall, along with Jim Strange, obtained a Speaker’s Card and addressed the Council regarding starting a Lion’s Club in Effingham.

9. RECESS IN EXECUTIVE SESSION

9.1 Recess into Executive Session For the purpose of consideration of the following subjects, pursuant to 5 ILCS 120/2 (c); Personnel- Section 2 (c) (1); Collective Bargaining Section 2 (c) (2); Purchase or Lease of Real Estate - Section 2 (c) (5); Sale or Lease of Property - Section 2 (c) (6); Litigation - Section 2 (c) (11); and Review of Executive Session Minutes - Section 2 (c) (21). (If the Council desires to recess into executive session, the Council shall specifically indicate the desired topic of discussion for public record.)
