CALL TO ORDER - ROLL CALL

The City Council of the City of Villa Grove met in regular session on Monday, March 13, 2023, in Council Chambers. Mayor Eversole-Gunter called the meeting to order at 6:02 p.m. Roll call found the following members present: Alderman Blaney, Hooker, Pangburn, and Johnson. Aldermen Garrett and Cheely were absent. City Administrator Athey, Clerk Osborne, PW Director Mixell, PD Chief Rea, CCPS Director Surowka were also present.

PLEDGE OF ALLEGIANCE - The Mayor stood and led all attendees in The Pledge of Allegiance.

CONSENT AGENDA (ITEMS FOR SINGLE-VOTE APPROVAL WITHOUT DISCUSSION) - Alderman Hooker motioned to approve the full consent agenda. Alderman Johnson seconded the motion. Roll Call: Johnson, yea, Blaney, yea, Pangburn, yea, and Hooker, yea. Motion approved.

CITY ADMINISTRATOR/OTHER REPORTS

CITY ADMINISTRATOR REPORT - Jacki Athey reported: There is an insurance claim out for the damage to the roof and trusses of the Zest for Life Center incurred during the windstorm a few weeks ago. We have a quote from ERA for the pre-bid engineering services only. The financial audit is completed. Once this is passed by council vote, we can sign off on the loans for the community center.

DEPARTMENT HEAD REPORTS: Chief of Police Rea: Reports the new SUV is in service. The department has been extremely busy with cases, resulting in some OT. Director of PW Mixell report: The work at the new shop should be on track by Wednesday. Obtaining an estimate for roof repair of ZFLC. They are going to remove the Sweet Gum tree in front of the ZFLC due to the fact that this is a trip hazard from the leaves and such that fall from the tree. Director of CCS Surowka: Reported that meetings are being held with council and departments as well as surveys of the community are being completed.

MAYORAL REPORT-No report.

BUSINESS

1. Ordinance 2023-MC04—An Ordinance Amending Title XI, Chapter 111, Section 111.18 of the City of Villa Grove, Illinois Municipal Code of Ordinances Regarding an Increase in Liquor Licenses - Alderman Hooker motioned to approve Ordinance 2023-MC04 for the addition of a liquor license. Alderman Johnson seconded the motion. Roll Call: Johnson, yea, Blaney, yea, Pangburn, yea, and Hooker, yea. Motion approved.

2. Ordinance 2023-MC05–An Ordinance Assigning Street Names and Property Address Changes to Real Estate in the City of Villa Grove, Douglas County, Illinois, Located on East Elm, East Walnut, Vine and Wilson Streets - Alderman Blaney motioned to change some street names to align with 911. Alderman Pangburn seconded the motion. Roll Call: Johnson, yea, Blaney, yea, Pangburn, yea, and Hooker, yea. Motion approved.

3. Approve FY22 Audit report from West & Company LLC - Alderman Blaney motioned to approve the FY22 audit. Alderman Johnson seconded the motion. Roll Call: Blaney, yea, Johnson, yea, Pangburn, yea, and Hooker, yea. Motion approved.

4. Approve Engineering Agreement with ERA for Front Street Bridge repairs- Alderman Pangburn motioned to approve the engineering agreement with ERA for the bridge repairs. Alderman Blaney seconded the motion. Roll Call: Johnson, yea, Blaney, yea, Pangburn, yea, and Hooker, yea. Motion approved.

5. Approve renaming of Front Street to East Harrison Street - Alderman Hooker approved the motion for the renaming of Front Street to East Harrison Street. Alderman Johnson seconded the motion. Roll Call: Blaney, yea, Johnson, yea, Pangburn, yea, and Hooker, yea. Motion approved.

6. Approve replacement of Zest for Life entry doors and HVAC system - Alderman Blaney motioned to approve replacing the HVAC system of the ZFL Center. Alderman Pangburn seconded the motion. Roll Call: Johnson, yea, Blaney, yea, Pangburn, yea, and Hooker, yea. Motion approved.

CLOSED SESSION - No Closed Session was needed.

ADJOURNMENT - With no further business, Alderman Hooker motioned to adjourn the meeting at 6:23 pm. Alderman Pangburn seconded the motion. Roll Call: Blaney, yea, Johnson, yea, Pangburn, yea, and Hooker, yea. Motion approved.
