City Engineer Thoele stated this ordinance authorizes the acquisition of real property for a permanent easement, for utility purposes, from Glenwood Assisted Living of Effingham.

4.2 Resolution No. 025-2023, A Resolution Approving Preliminary Plat No. 865 – P and Approving Final Plat No. 865 - F for Recording - Oak Point Subdivision - City Planner Koester
City Planner Koester stated the plat was presented to the Plan Commission in May of 2022. The developer submitted plans for improvements and has initiated the improvements and would like to proceed with recording the plat. The Plan Commission recommended approval of the plat and recommended waiving the 3 to 1 width to depth ratio and allow a width of less than 50 feet for certain lots due to the topography adjacent to Lake Pauline. Bonding has been provided, the property has been rezoned and a variance granted for setbacks on 2 lots, also due to topography.

City Engineer Thoele stated this resolution accepts the lowest responsive proposal in the amount of $200,137.70 from Feutz Contractors for the West Wernsing Turn Lane Project. Payment for this project will be made from the General Fund, Street/Sewer Maintenance Department.

City Engineer Thoele stated this resolution amends Resolution No. 180-2022, A Resolution Accepting Proposal from RJN Group for Engineering Services for Rollin Hills and Rickelman Sanitary Force Main Evaluations, to add that the payment for these services will be made from the Sewer Fund and the Triangle Business District Fund.

6.1 Resolution No. 023-2023, A Resolution Accepting Chemical Quotes for FY 2023-2024 - Public Works Director Heuerman
Public Works Director Heuerman stated this resolution accepts chemical quotes for FY 2023-2024 for the Water Treatment Plant from the responsive vendors as shown in Exhibit A. Payment for said chemicals will be made from the Water Fund as per the FY 2023-2024 budget.
There were no objections to bring this item back to a future City Council Meeting.
6.2 Resolution No. 029-2023, A Resolution Authorizing the Purchase of Christmas Light Displays from Holiday Outdoor Decor - Tourism Director Thoele
Tourism Director Thoele stated this resolution authorizes the purchase of Christmas light displays from Holiday Outdoor Decor for FY23 in the amount of $55,396.
There were no objections to bring this item back to a future City Council Meeting.
6.3 Resolution No. 030-2023, A Resolution Authorizing the Purchase of Christmas Light Displays from Northern Lights Display - Tourism Director Thoele
Tourism Director Thoele stated this resolution authorizes the purchase of Christmas light displays from Northern Lights Display for FY23 in the amount of $17,455.54.
There were no objections to bring this item back to a future City Council Meeting.
6.4 Resolution No. 032-2023, A Resolution Accepting HACH Service Partnership Quotation for Services at the Water Treatment Plant - Director of Public Works Heuerman
Director of Public Works Heuerman stated this resolution accepts a quote from HACH in the total amount of $18,876.12 for a two-year maintenance partnership for services on existing equipment at the Water Treatment Plant.
