Village of Noble Village Board met Feb. 27.

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Jana Baker. Remote: Carl Klingler.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Carol O’Dell to approve February 13, 2023, minutes. Seconded by Jana Baker. All voting Aye.
Richland County Recorder’s Office will hold early voting at the Noble Lions Club on March 7 from 4:30p.m. to 6:00p.m.
The Village is asking the public to please remove all ground decorations from the Noble Cemetery by March 15, all remaining ground decorations will be disposed of by Village employees.
The Nuisance letters that were recently mailed have a time frame to be cleaned up by March 15. The cleanup in the Village is scheduled for April 26.
Trustee Klinger checked on the grant with AmerenIllinois.com for trees and his understanding was that Ameren will replace a tree that they remove if the village requests a tree be replaced (may be replaced in a different and/or designated area of Ameren choosing).
Street Committee will schedule a meeting to look over streets for oiling & chipping streets. Information will be provided at an upcoming meeting.
Mayor Kessler mentioned the village has been having trouble with the sewer testing numbers and main lagoon is filling up again. Mayor Kessler talked with Mike Bridges about a grant in the amount of $550,000.00 that would be covered by 100% to clean out (sludge removal) the village lagoon. A letter from EPA would be needed and an area to put the sludge would be needed. Mayor Kessler talked to Chuck Diel and was told he would work with the village to put the sludge on his land (that would save the expense of hauling). Mayor Kessler isn’t sure on the time frame when this would happen but thought at the earliest it would possibly be next fall. There would be requirements of an ordinance and other paperwork to be done.
Mayor Kessler informed the Trustees that he accepted the resignation of Randy Baker from the Zoning Board and that there were 2 other individuals that would be appointed to the Zoning Board. That would be 4 on the Zoning Board and could be up to 7 on the Board.
Equipment had been moved onto the lot where the Dollar General Store is to be built and Mayor Kessler was told that the closing for the land would be held on Tuesday, February 28, 2023.
Village employee, Leroy Stallard will be taking his water test on March 7 in Springfield.
Motion made by Jana Baker to donate $100.00 for the Noble Easter Egg Hunt provided it happens. Seconded by Gary Ulm. All voting Aye.
Motion made by Paul Summers to close N. Noble Ave. for the Car Show on May 6, for the Noble Freedom Festival on July 1 & N. Noble Ave., WildCat St. & 100 Block of E, Elm St. for the Noble Chowder on August 12. Seconded by Janet Pflaum. All voting Aye.
Mayor Kessler informed Trustees that he had talked to Tony Swinson regarding him driving his semi-truck on posted streets in the village.
Motion made by Jana Baker to pay bills. Seconded by Carol O’Dell. All voting Aye.
Motion made by Carol O’Dell to adjourn the meeting at 7:16 p.m. Seconded by Janet Pflaum. All voting Aye.
Meeting adjourned until March 13, 2023, at 7:00 p.m. at the Noble Village Hall.
