City of Flora City Council met Feb. 6.

Here are the minutes provided by the council:

OPENING CEREMONIES 

At 4:30 p.m., Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Mike Genthe, Commissioner Phil Wiley, Commissioner Linda Spicer and Commissioner Jim Fehrenbacher. 

Others in attendance were City Attorney Bob Coble, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Abbie Orel, Superintendent of Public Services Toby Rinehart and Building and Zoning Official Chad Bayles. Three media representatives and three guests were also in attendance. City Administrator/Economic Development Director Mike Stanford was absent. 

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation. 

PUBLIC COMMENTS 

Kimberly Hoyt Smith addressed City Council regarding the Clay County Genealogical Society. Smith explained the purpose of the organization and how they can help with family history. A membership drive, in conjunction with an open house, will be held on February 25, 2023. Funds received will be used for much needed building repairs. 

Lee Beckman, Milano & Grunloh Engineers, briefly updated City Council regarding several potential grants pursued by the City of Flora. 

APPROVAL OF AGENDA 

A MOTION TO APPROVE THE AGENDA FOR THE FEBRUARY 6, 2023 REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY. 

Vote: Yes - Slaughter, Genthe, Wiley, Spicer, Fehrenbacher 

No - None 

Abstain - None; Absent - None 

CONSENT AGENDA 

The following items were listed under the Consent Agenda: 

APPROVE PUBLIC HEARING MEETING MINUTES OF JANUARY 16, 2023 

APPROVE REGULAR COUNCIL MEETING MINUTES OF JANUARY 16, 2023 

APPROVE SCHEDULE OF BILLS FOR PERIOD ENDING FEBRUARY 2, 2023 

APPROVE FLORA COONHUNTERS CLUB TO USE CHARLEY BROWN PARK ON JUNE 8-10, 2023 (ENGLISH DAYS) 

APPROVE FLORA COONHUNTERS CLUB TO USE CHARLEY BROWN PARK ON JUNE 15-17, 2023 (PLOTT DAYS)

Commissioner Phil Wiley presented an ordinance for Council consideration. 

A MOTION TO PASS A RESOLUTION APPROVING A SALES AGREEMENT CONFIRMATION WITH CONSTELLATION WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER. 

Vote: Yes - Slaughter, Genthe, Wiley, Spicer, Fehrenbacher 

No - None 

Abstain None; Absent - None 

Commissioner Linda Spicer thanked Reagan Erbacher for raking leaves around City Hall and removing the debris and for doing it from the goodness of his heart. 

City Clerk Becky Burgess presented minutes for approval. 

A MOTION TO APPROVE CLOSED SESSION MINUTES OF JANUARY 16, 2023 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER GENTHE. 

Vote: Yes - Slaughter, Genthe, Wiley, Spicer, Fehrenbacher 

No - None 

Abstain - None; Absent - None 

Building and Zoning Official Chad Bayles presented a variance for Council consideration. 

A MOTION TO PASS ORDINANCE NO. 23-3245, AN ORDINANCE GRANTING A VARIANCE TO SMIFCO, INC. AND HUBBARD ENTERPRISES, LLC WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER. 

Vote: Yes - Slaughter, Genthe, Wiley, Spicer, Fehrenbacher 

No - None 

Abstain - None; Absent - None 

ADJOURN 

At approximately 4:44 p.m., with no further business to discuss, Mayor Slaughter requested a motion to adjourn. 

COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER SPICER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
