City of Neoga City Council met Jan. 9.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Hartke. The Pledge of Allegiance was recited. Those present were Commissioners Helm, Hakman, Groves, and Mayor Hartke. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, Superintendent Shawn Durbin, and Building Inspector Jeff Morrison.

MINUTES

After reviewing the regular session minutes from December 27, 2022, Commissioner Hakman made a motion to approve the minutes as presented. The motion was seconded by Commissioner Helm Ayes, Commissioner Hakman, Helm, and Mayor Hartke. Commissioner Groves abstained. Nays, none. Motion carried. 3-0.

PUBLIC AFFAIRS, MAYOR HARTKE

WATER MAIN REPLACEMENT CONTRACT

Mayor Hartke explained the contract with Bryant Construction to replace and connect three (3) water meters at the corner of 6th Street and Oak Avenue. Hartke explained that these three meters were not on the plans for the RLF project. After little discussion, Commissioner Hakman made a motion to have Mayor Hartke execute the contract. The motion was seconded by Commissioner Helm. Ayes, Commissioner Hakman, Groves, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-0.

FINANCE, COMMISSIONER GROVES

TREASURER’S REPORT

After reviewing the treasurer’s report, Mayor Hartke ordered that the treasurer’s report be filed in the City Clerk’s records.

PUBLIC PROPERTY, COMMISSIONER HAKMAN

PAY REQUEST #1 FROM MILANO & GRUNLOH

A pay request from Milano & Grunloh for job#15216 to replace the pipe in the water tank at the wastewater treatment plant as well as replace a cone lid with a flat lid in the field north of Chestnut Avenue was presented to the council. After reviewing the request, the council questioned why there was a charge of $530 for backhoe work and labor for replacing the cone lid. It was the consensus of the Council to table this pay request.

PURCHASE OF WATER HEATER AT NCC

City Clerk Evans gave the Council two (2) quotes for a water heater at the Neoga Community Center. Both were from Industrial Mechanical for the following options:

100-gallon, commercial water heater, with a 4.4-gallon expansion tank $9,675.00

199k BTU 11 GPM wall mounted tankless water heater $5,973.00

After a brief discussion on saving money on utility cost, Commissioner Hakman made a motion to purchase a water heater at a cost not to exceed $6,000. The motion was seconded by Commissioner Groves. Ayes, Commissioner Hakman, Groves, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-0.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

PURCHASE OF ZERO TURN MOWER

Superintendent Durbin gave the council three (3) quotes for a new zero turn mower:

Ariens Gravely Mowers $12,300.00

Bahrns Equipment $11,408.41

Gentry Small Engine $ 9,299.00

After reviewing the quotes, Durbin said that he was familiar with Gravely mowers, but he didn’t have a problem with purchasing the ZTX 660 Cub Cadet with a four (4) year warranty. Durbin also explained that the current zero turn mower had over 2700 hours and has been in the shop three times for leaking seals. Commissioner Hakman said that 2700 is a lot of hours on a mower that is used as often as the city does. He feels it is it a good idea to purchase a new one. Helm said he agreed and made a motion to purchase a Cub Cadet mower from Gentry Small Engine at $9,299. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Helm, Hakman, Groves, and Mayor Hartke. Nays, none. Motion carried. 4-0.

HEALTH AND SAFETY, COMMISSIONER HELM

No report was given.

PUBLIC COMMENTS

No public comment was made.

EXECUTIVE SESSION

Commissioner Hakman made a motion to go into executive session at 7:24 p.m. for Personnel – Section 2 (c)(1) – Employee hiring, firing, compensation discipline, and performance. The motion was seconded by Commissioner Groves. Ayes, Commissioner Hakman, Groves, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-0.

RECONVENED AND ROLL CALL

The meeting was reconvened at 7:57 p.m. by a motion from Commissioner Groves and seconded by Commissioner Hakman. Those present for roll call were Commissioner Helm, Hakman, Groves, and Mayor Hartke.

HIRING OF PUBLIC WORKS EMPLOYEE

Commissioner Hakman made a motion to hire Scott Sokolinski as a full-time public works employee at $18.50 per hour. The motion was seconded by Commissioner Helm. Ayes, Commissioner Hakman, Groves, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-0.

ADJOURNMENT

Commissioner Groves made a motion to adjourn the meeting at 7:58p.m. The motion was seconded by Commissioner Helm. Ayes, Commissioner Groves, Helm, Hakman, and Mayor Hartke. Nays, none. Motion carried. 4-0.
