City of Newton City Council met Jan. 3.

Here are the minutes provided by the council:

1. CALL TO ORDER: Joshua J. Kuhl, Mayor

Mayor Joshua J. Kuhl called the meeting to order.

2. PLEDGE OF ALLEGIANCE led by Mayor Kuhl.

Pledge of allegiance to the flag was led by Mayor Kuhl.

3. ROLL CALL: Rosetta York, City Clerk

Physically present: Gayle Glumac, RJ Lindemann, Eric Blake (arrived at 6:07 PM) and Marlene Harris

Also present: Attorney William Heap, Treasurer Melissa Brooks and Clerk Rosetta York Absent: Larry Brooks

4. ADOPT OR AMEND AGENDA:

Motion was made by Lindemann, seconded by Harris, to adopt the proposed agenda. Ayes: Lindemann, Harris, Mayor Kuhl, Glumac

Nays: None

5. APPROVAL OF COUNCIL MEETING MINUTES of December 20, 2022.

Motion was made by Lindemann, seconded by Glumac, to approve the minutes of the December 20, 2022 of the Newton City Council. Ayes: Harris, Mayor Kuhl, Glumac, Lindemann Nays: None

6. PUBLIC COMMENTS/COMMUNICATIONS: None

7. COMMITTEE REPORTS OR COUNCIL REPRESENTATIVE REPORTS: None

8. OLD BUSINESS:

A. Consider and act on a 23-01 Resolution of Support for a State of Illinois Community Development Block Grant.

Motion was made by Harris, seconded by Glumac, to pass 23-01 Resolution of Support for a State of Illinois Community Development Block Grant.

Ayes: Glumac, Lindemann, Harris, Mayor Kuhl

Nays: None

B. Consider and act on David Brown's letter of resignation of Ward 2 Alderman.

Motion was made by Glumac, seconded by Harris, to authorize David Brown's letter of resignation of Ward 2 Alderman.

Ayes: Lindemann, Harris, Mayor Kuhl, Glumac

Nays: None

Eric Blake arrived at 6:07 PM

9. NEW BUSINESS: None

City Clerk: The DRAFT copy of the revised Codebook is available for review.

Mayor:

Thank you to Matt Tarr and the Electric Department for the work on Christmas lights.

Thank you to Lanette Huddleston and crew for their work on Christmas decorations on Old Mill River Bridge.

Thank you to Andre and Debra Leachman and crew for their work on Christmas decorations in the City Park.

11. NEXT REGULAR MEETING: Tuesday, January 17, 2023 at 6:00 PM

SCHEDULED COMMITTEE MEETINGS: The Public Hearing has been rescheduled for January 17, 2023 at 5:45 PM

12. EXECUTIVE SESSION: Potential litigation and sale of real estate

Motion was made by Lindemann, seconded by Harris, to go out of open session and into closed session to discuss potential litigation and sale of real estate pursuant to the exceptions section of the Open Meetings Act pertaining to those areas of discussion. Ayes: Blake, Harris, Glumac, Lindemann

Nays: None

Open session suspended at 6:10 PM

Motion was made by Harris, seconded by Glumac, to go out of closed session and back into open session.

Ayes: Harris, Glumac, Lindemann, Blake

Nays: None

Open session resumed at 6:37 PM.

Josh Kuhl announced that during closed session the council discussed potential litigation and sale of real estate.

13. ADJOURNMENT

Motion was made by Blake, seconded by Glumac, to adjourn the meeting. Ayes: Glumac, Lindemann, Blake, Harris

Nays: None

Meeting adjourned at 6:38 PM.
