City of Tuscola City Council met Dec. 27.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop and Mayor Kleiss in attendance. Alderman Hoey and Mayor Kleiss participated virtually. Mayor Kleiss led the Pledge of Allegiance.

Public Comment

Jerry Jones, Tuscola resident, addressed council about the decision made by the waste management company to discontinue alley trash pickup. Jones feels it will be difficult for many residents, especially the elderly and disabled, to take their totes to the street for pickup. Administrator Hoel stated the change was not council's decision. It is in our contract with the hauler that all trash will be picked up curbside.

Mayor Kleiss went over the items on the consent agenda:

Minutes of the December 12, 2022 meeting

Financial report for November 2022

Payment of bills totaling $376,348.23

Pay request in the amount of $19,050.63, to Clark Dietz for engineering on the downtown alley improvements

Pay request in the amount of $9,317.00, to Donohue & Associates for engineering on the joint water agency SCADA

Morris moved to approve the items on the consent agenda. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Day moved to approve the consent agenda for December 27, 2022, as presented. Waldrop seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Mayor Kleiss wished everyone a happy, safe, and prosperous 2023!

City Clerk - No Report

City Treasurer - No Report

City Attorney - No Report

City Administrator

Administrator Hoel reminded council the meeting time has changed from 7:30 to 7:00 pm beginning with the first 2023 meeting, January 9. The time will be 7:00 pm for all council meetings going forward. Hoel offered thanks to the public works department, fire department, and police for taking time away from their families to help deal with the problems caused by intense cold and bad weather during the Christmas Holiday.

Ordinances

Slaughter moved to approve ordinance 2022-0-11, an ordinance approving a settlement agreement by and between the City of Tuscola and Daniel and Sara Escalera, and authorizing the city to take ownership of 202 South Main Street, Tuscola, IL. Rund seconded. Attorney Bequette was online and stated this is the best option for all concerned. The Escalera's will transfer the property at 202 south Main to the City without any payment by the city. This will be done as soon as a clear title is obtained and a recordable warranty deed is prepared and executed, but no later than January 31, 2023. In exchange for the property, the city will release the lawsuit against the Escalera's and begin the process to have the structure demolished. Hoey thanked Attorney Bequette and Administrator Hoel for finding the best resolution for the property at 202 South Main. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Resolutions

Day moved to approve resolution 2022-R-5, a resolution concerning the review and release of Executive Session minutes and the destruction of Executive Session audio recordings. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

Other

Hoel called council's attention to the calendar year 2023 regular meeting schedule and the 7:00 pm start time.

Rund moved to approve the holiday bonuses for all full time employees and firefighters. Morris seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.

The motion to adjourn was made by Slaughter and seconded by Waldrop. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
