City of Flora City Council met Dec. 5.

Here are the minutes provided by the council:

At 4:30 p.m., Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and Deputy City Clerk Tyla Knapp called roll. Present were Mayor Rick Slaughter, Commissioner Mike Genthe, Commissioner Phil Wiley, Commissioner Linda Spicer and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, City Administrator Mike Stanford, Chief of Police Guye Durre, Deputy City Clerk Tyla Knapp, Superintendent of Public Services Toby Rinehart, Building and Zoning Official Chad Bayles, 2 guests and one media representative. City Clerk Becky Burgess was absent.

Mayor Rick Slaughter led the Pledge of Allegiance and Chief of Police Guye Durre offered the Invocation.

PUBLIC COMMENTS

On behalf of the Tourism Committee, Amy Allen presented additional road closures for the downtown events this weekend. Council had previously approved the initial road closures on April 4, 2022.

Lee Beckman with Milano & Grunloh Engineers updated City Council on the Unsewered Grant, the Lead Service Line Inventory Grant, the ITEP application, as well as the potential DCEO Grant to replace sanitary sewer lines.

Mayor Rick Slaughter presented an ordinance for Council consideration.

A MOTION TO PASS ORDINANCE NO. 22-3239, AN ORDINANCE ADOPTING TITLE 9-TRAFFIC, CHAPTER 6, GOLF CARTS AND NEIGHBORHOOD VEHICLES WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

Commissioner Phil Wiley encouraged everyone to attend the events that are scheduled for this weekend in the downtown area. Mayor Slaughter thanked the Tourism Board for all their hard work in preparation of these events.

Commissioner Jim Fehrenbacher mentioned that two new restrooms, that is a joint project between the Flora School District and the City of Flora, is expected to be completed by spring. Fehrenbacher noted several activities that are taking place at Charley Brown Park over the holidays.

City Administrator Mike Stanford presented a tax levy ordinance.

A MOTION TO PASS ORDINANCE NO. 22-3238, AN ORDINANCE LEVYING TAXES FOR CORPORATE PURPOSES FOR THE CURRENT FISCAL YEAR, COMMENCING ON THE 1ST DAY OF MAY, 2022 AND ENDING ON THE 30TH DAY OF APRIL, 2023 FOR THE CITY OF FLORA, ILLINOIS WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Stanford stated the CSX railroad crossing at Mill Street is fixed, smooth and very nice.

Deputy City Clerk Tyla Knapp presented minutes in the absence of City Clerk Becky Burgess.

Superintendent of Public Services Toby Rinehart requested Council approval for two purchases.

A MOTION TO APPROVE THE BID FROM TOWN AND COUNTRY FORD, EVANSVILLE, INDIANA FOR A 2023 FORD UTILITY PICKUP FOR THE GAS DEPARTMENT IN THE AMOUNT OF $65,900.00 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER GENTHE.

A MOTION TO APPROVE INDUSTRIAL PARK'S DELTA STAR 10000 KVA

Building and Zoning Official Chad Bayles presented a resolution.

CLOSED SESSION

Mayor Slaughter requested a motion to enter into closed session pursuant to: 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

AT APPROXIMATELY 4:49 P.M., COMMISSIONER WILEY MADE A MOTION TO ENTER INTO CLOSED SESSION; SECONDED BY COMMISSIONER SPICER.

OPEN SESSION

At approximately 4:59 p.m., Council entered back into open session.

At approximately 5:00 p.m., with no further business to discuss, Mayor Slaughter requested a motion to adjourn.

COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER SPICER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
