City of Neoga City Council met Nov. 28.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Pro-tem Groves. The Pledge of Allegiance was recited. Those present were Commissioners Helm, Hakman, Edwards, and Mayor Pro-tem Groves. Mayor Hartke was absent. Others present were City Clerk Evans, City Treasurer Diana Foor, Engineer Beckman, Neoga News Editor Billie Chambers, and Kelsey Swing from Gilbert, Metzger & Madigan.

MINUTES

After reviewing the regular and executive session minutes from November 14, 2022, Commissioner Edwards made a motion to approve the minutes as presented. The motion was seconded by Commissioner Hakman. Ayes, Commissioners Edwards, Helm, Hakman, and Mayor Pro-tem Groves. Nays, none. Motion carried. 4-0.

PUBLIC AFFAIRS, MAYOR HARTKE

DONATION TO CAMP NEW HOPE

City Clerk Evans informed the Council that the city has received a 2023 donation request from Camp New Hope. Evans said that the city donated $500 during 2022. After a brief discussion, Commissioner Edwards made a motion to donate $500 to Camp New Hope for 2023. The motion was seconded by Commissioner Helm. Ayes, Commissioners Edwards, Helm, Hakman, and Mayor Pro-tem Groves. Nays, none. Motion carried. 4-0.

RESOLUTION #09-11-22 A Resolution Authorizing First Amendment to Intergovernmental Agreement with Neoga Community Unit School District No. 3

City Clerk Evans explained that the amendment changes the dollar amount to $100,000 for 2022/2023; $300,000 for 2023/2024; $100,000 for 2024/2025; and $100,000 for 2025/2026. Commissioner Hakman noted that the dollar amount was still the same, so he made a motion to accept the resolution as presented. The motion was seconded by Commissioner Edwards. Aye, Commissioners Hakman, Edwards, Helm, and Mayor Pro-tem Groves. Nays, none. Motion carried. 4-0.

FINANCE, COMMISSINER GROVES

GILBERT, METZGER & MADIGAN AUDIT

Auditor Kelsey Swing, with Gilbert, Metzger, & Madigan, told the Council that they recently completed the fiscal year end audit, and she gave copies to the council. Swing proceeded to explain the audit in detail. After no questions were asked, Mayor Pro-tem Groves asked that the audit be filed in the City Clerk’s office.

MONTHLY BILLS

City Treasurer Foor reported that the total bills presented higher than normal due to TIF dollars paid to the school, contractor and engineers. After reviewing the bill list, Commissioner Edwards made a motion to pay the monthly bills as presented in the amount of $641,951.58. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Edwards, Helm, Hakman, and Mayor Pro-tem Groves. Nays, none. Motion carried. 4-0.

ORDINANCE #1048-11-22 An Ordinance Levying the Taxes for the Corporate Purposes of the City of Neoga, Illinois, for the Fiscal Year Commencing May 1, 2022, and

Ending April 30, 2023

City Clerk Evans told the Council that the tax levy showed a 5% increase because of the tax cap limit this year. After reviewing, Commissioner Hakman made a motion to approve the ordinance as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Hakman, Edwards, Helm, and Mayor Pro-tem Groves. Nays, none. Motion carried. 4-0.

PUBLIC PROPERTY, COMMISSIONER HAKMAN

LEE BECKMAN, PROJECT UPDATES

Engineer Beckman updated the Council on the following projects:

Sewer Plant – the Contractor has completed the project, and the liquidated damages are being resolved.

Brighton Cabinets – the project is complete, and the final payment should be coming from IDOT. It appears that IDOT overpaid the city by a couple thousand dollars, but IDOT Engineer Greg Palmer dismissed it.

CDAP Water Grant – the NOSAF was returned to DCEO on November 22, 2022. ITEP – Engineering is progressing on the project.

RLF & State Grant Project – the Contractor has completed the project, and liquidated damages are bring resolved.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

Commissioner Edwards said that Locust Avenue is still closed, but he will be asking Larry Heuerman to give us his opinion about opening it back up to traffic.

HEALTH AND SAFETY, COMMISSIONER HELM

No report was given.

ADJOURNMENT

Commissioner Edwards made a motion to adjourn the meeting at 7:17 p.m. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Edwards, Helm, Hakman, and Mayor Pro-tem Groves. Nays, none. Motion carried. 4-0.
