Village of Dieterich Board of Trustees met Nov. 21.

The Dieterich Village Board met in regular session on Monday, November 21, 2022 at 6:30 p.m. at Dieterich Village Hall.
The meeting was called to order by President, Brad Hardiek, and the Pledge of Allegiance was recited.
The following Trustees were present: Derick Stumeier; Sean Pankau; Carrie Galbraith; Bill Lane; Chad White and Pam Hartke. With six Trustees and President Hardiek in attendance, a quorum was declared to be present. Also at the meeting were Clerk Brittny Gipson, Maintenance Supervisor Mike Campbell, Drew Tegeler, David Doty and Fred Bray.
A motion was made by Trustee S. Pankau; seconded by Trustee D. Stumeier to approve the omnibus agenda: approve the minutes of the November 7, 2022 regular meeting. Roll call was 6 yes and 0 no.
Mike Campbell reported the LED lighted pedestrian crosswalk sign on Main Street in front of The Beehive Beauty Boutique was knocked down and damaged on Friday afternoon by Stan Russell. The police were called, and an incident report was filed with the Effingham County Sheriff’s department. Mike talked to Stan, and Stan verbally agreed to pay for the sign.
The water meter at 105 Railroad Street was shut off in early November for lack of payment. The meter is unable to be locked, so someone has been inside the pit turning it back on, since the computer system tracks the dates and times the meter is in use. The Board agreed that the meter needed to be changed as soon as possible and that a $100 tampering fee be added to the account, before water service was restored.
The wooden Ameren light pole at the southwest corner of the Civic Center was hit on Saturday by Tom Meinhart. Ameren inspected the pole, and no damage was done to the pole, so no reports were filed.
Mike Campbell reported that Higgs Welding is going to let us borrow a plow truck again for the winter months, which is a wonderful gesture and an enormous help to the Village.
Mike reported the new Norb Avenue detention pond v-gutter that was recently poured by SENCO is not draining. Milano & Grunloh is going to be taking elevation shots to determine what the problem is.
Under Unfinished Business, Trustees discussed proposals that were submitted for the Refuse, Recycling, and Waste Management Program.
A motion was made by Trustee B. Lane; seconded by Trustee S. Pankau to enter into a 5-year contract with Sanitation Service for the trash hauling services for the Village of Dieterich. Roll call was 5 yes and 1 no. D. Stumeier: no, B. Lane: yes, S. Pankau: yes, C. Galbraith: yes, C. White: yes, P. Hartke: yes.
Under New Business, Trustees reviewed and discussed proposals received for the appraisal services for the Dieterich Flood Hazard Mitigation Program.
A motion was made by Trustee C. Galbraith; seconded by Trustee S. Pankau to hire Corrie Appraisal & Consulting, Inc. for $4,350 to complete ten single family appraisals and one commercial property appraisal for an apartment building for the Flood Hazard Mitigation program with IDNR. Roll call was 6 yes and 0 no.
A motion was made by Trustee S. Pankau; seconded by Trustee B. Lane to approve Ordinance 1124-22: Levying the Taxes for the Corporate Purposes of the Village of Dieterich, Effingham County, Illinois, for the Fiscal Year Commencing May 1, 2022 and Ending April 30, 2023. Roll call was 6 yes and 0 no.
A motion was made by Trustee P. Hartke; seconded by Trustee C. Galbraith to approve Ordinance 1125-2022: Amending Chapter 1 of Title 3 of the Village Code of Dieterich, Illinois (Alcoholic Beverages – Liquor Control). Roll call was 4 yes and 2 no. P. Hartke: yes, C. White: yes, D. Stumeier: no, S. Pankau: no, B. Lane: yes, C. Galbraith: yes.
A motion was made by Trustee D. Stumeier; seconded by Trustee S. Pankau to approve hosting a Christmas Lighting Contest for Dieterich residents. First place will receive a free December water/sewer/trash bill, second place will receive 75% off their December water/sewer/trash bill and third place will receive 50% off their December water/sewer/trash bill. Roll call was 6 yes and 0 no.
During the comments portion, Clerk Gipson was asked by the Leturno family if there was something the Village could do to assist them with relocating in the Village, if they participated in the Flood Hazard Mitigation home buyout program. They specifically would like a reduction in the water and sewer connection fees. The new lot they are planning to buy has no existing water or sewer connection. The Board discussed possibly waiving the sewer tap fee but wanted to wait and see what became of the appraisal and buyout status before making a decision.
At 7:24 p.m. a motion was made by Trustee C. Galbraith; seconded by Trustee B. Lane to go into Executive Closed Session to discuss litigation pursuant to 5 ILCS 120 Section 2(c) (11). Roll call was 6 yes and 0 no.
At 7:52 p.m. the Board returned from Executed Closed Session. The following Trustees were present: Derick Stumeier; Sean Pankau; Carrie Galbraith; Bill Lane; Chad White and Pam Hartke. With six Trustees and President Hardiek in attendance, a quorum was declared to be present. Also present was Clerk Brittny Gipson.
At 7:52 p.m. a motion was made by Trustee S. Pankau; seconded by P. Hartke to adjourn the meeting. Roll call was 6 yes and 0 no.
