Village of Noble Village Board met Nov. 14.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and  present were Brad Kessler, Karen Totten, Tresa Hundley, Paul Summers, Gary Ulm, Janet  Pflaum and Carol O’Dell. Remote: Carl Klingler and Jana Baker. 

Opened with silent prayer and followed by reciting Pledge of Allegiance.  

Motion made by Paul Summers to approve October 24, 2022, minutes. Seconded by Carol  O’Dell. All voting Aye.  

Treasurer and Cash in Bank reports as of end of October were presented. Motion made by Janet  Pflaum to approve the Treasurer’s Report as presented. Seconded by Paul Summers. All voting  Aye.    

Leaf collection is continuing in the Village. Residents should call Village Hall to request pickup. 

A public hearing on a request for a Permanent Variance for the Dollar General Store property  will be held on November 21, 2022, at 6pm at the Noble Village Hall. 

Christmas Parade will be held on November 26 in Olney 6pm. 

Village Christmas party will be held on December 8 at 6pm at the Holiday. 

The Caucus will be held at the Noble Village Hall on Dec. 5, 2022, for 3 Village Trustee seats. Consolidated Election will be held on April 4, 2023. 

The Noble Village Hall will be closed on Thanksgiving Day & day after (Nov 24 & 25). 

Mayor Kessler gave an update for the waterline project on S. First St. stating that work was  scheduled to begin on Nov. 10, but now will be either next week or the week after. 

The Village Clerk informed the Board that the previous internet provider had not updated the  backup system (Carbonite) and when she checked into it, it was going to be an annual cost of  approximately $800.00. She checked with Kemper Technologies and they could provide a daily  backup for a monthly cost of $16.50 which she did go with. Board had no objection 

At the previous meeting the Board approved a 5% water rate increase of the first 1000 gallons  only. The Village Clerk said the increase that Mayor Kessler mentioned was based on his own  personal total bill that was calculated on water and sewer. Motion made by Gary Ulm to increase  the water rate by 5% for inside and outside customers across the board for total usage and  annually thereafter for the next 5 years. Seconded by Janet Pflaum. Roll Call Vote Taken, All  voting Aye. 

Motion made by Jana Baker to adopt the Ordinance for the Levy and Collection of Taxes for fiscal  year beginning May 1, 2022 for $87,782.00, increase of 4.99% above last year levy. Seconded by Gary  Ulm. Roll Call Vote Taken, All voting Aye.    

Motion made by Gary Ulm to cancel the second board meeting in December. Seconded by Janet  Pflaum. All voting Aye. 

Motion made by Janet Pflaum to pay bills. Seconded by Carol O’Dell. All voting Aye. 

Motion made by Carol O’Dell to adjourn the meeting at 7:20 p.m. Seconded by Paul Summers.  All voting Aye. 

Meeting adjourned until November 28, 2022, at 7:00 p.m. at the Noble Village Hall.
